Job Summary/Overall Objectives
Reporting directly to the Chief Information Officer, the Director of Applications is responsible for leading and directing the initiatives related to healthcare information systems and services for Independence Health System. This includes collaborating with stakeholders to manage requirements and relationships and assuring successful implementation and ongoing support for relevant systems. Leads assigned staff and multi-departmental project teams to assure that implementations and integrations deliver the results required and are completed on time and on budget. Assures compliance with regulations and policies.
Essential Job Responsibilities
The position is responsible for leading the department and accountable for information technology. This position has direct supervisory responsibilities such as hiring, coaching/mentoring, skills development, recognition and rewards, staff productivity, performance management and succession planning. Equitably and consistently apply and practice policies and procedures for all staff. Develop and manage department budget at or below budget expectations and consistent with adjusted volume variations. Identify and implement revenue enhancement opportunities.Manage Applications Department Operations:
Leads assigned team in coordination of work assignments, staff performance reviews, managing department budget, negotiating systems vendor contracts, and monitoring completion of health system requirements.
Responsible for multiple mission critical enterprise applications including EHRs and interface engines, financial applications, HRIS applications, revenue cycle applications, data analytics/business intelligence applications, and others. Assures system functionality, performance, availability, and security through proper oversight of design, build, testing and data validation. Assures quality control for interface feeds between health system owned and external non-owned application data integrations of various industry standard and nonstandard transmission types.
Project Management:Manages assigned areas application projects tracking resource allocation, prioritization and project operations. Communicates upstream to senior management and Information Services governance committees, consistently reflecting accurate timeframe estimates and project risks. Manages available resources to meet demands while realistically setting and managing expectations.
Communicate and Coordinate:Serves as the product manager and services manager for assigned applications, collaborating and communicating with internal clinical and business stakeholders to meet organizational objectives.
Monitor and Improve Performance:Manages team members to meet high contribution and quality expectations. Develops team encouraging professional development by providing educational skillset growth opportunity. Empowering staff to contribute outside of traditional areas of responsibility by recruiting and developing team-oriented individuals with high drive and potential
Secure Information Assets and Assure Compliance:Manages assigned applications and areas of operational responsibility to assure appropriate information security practices are followed and to assure security policy enforcement.
Oversees the development and implementation of policies relevant to the areas of systems applications to protect ePHI in accordance with HIPAA Security, Privacy and Breech Notification requirements and all CMS regulations and/or other regulations. Other duties as assigned.
Competency and Experience [Knowledge, Skills and Abilities]
Required Qualifications/Experience
Bachelor’s Degree or higher in Information Systems or related technology field and ten (10) years of progressive experience in Information Technology management experience. Five (5+) years supervisory/management experience in Information Technology area. Strong leadership ability, good organizational skills, independent and critical thinking skills, sound judgment, and knowledge of legal aspects and liability of functional area. Strong ability to communicate complex and/or controversial topics and concepts to a wide and diverse audience. Strong ability to collaborate and partner with business leaders and staff. Experience leading I.T. implementations and upgrade projects. Ability to multi-task and prioritize assignments. Experience in policy development. Experience in contracting, negotiation and vendor management. Proficiency in project management. Proficiency in managing organizational change at scale. Proficiency in the use of typical business suite applications like Microsoft Office Knowledge/familiarity of acute and ambulatory clinical and other healthcare business workflows relating to information systems including EHR applications, clinical diagnostic applications, financial applications, and/or other healthcare operations applications within complex, modern I.T. environments. Ability to manage complex projects and service issues which may include stakeholders and technology not within own span of control, with management of such requiring collaboration skills and strong analytic thinking. Ability to interact with clinical, business and technical teams to understand requirements. Self-motivated individual who can work independently and as a team player. Ability to work effectively in a fast-paced, demanding and multitasking environment. Proven analytical and problem-solving abilities. Ability to partner with clinical and business leaders and peers.
Preferred Qualifications/Experience
Master’s Degree in Information Systems or related field preferred. Experience in managing large-scale health I.T. implementations, upgrades and go-lives. Experience in multi-system and multi-organization health I.T. integrations/conversions. Experience integrating organizations, technology and teams within M&A projects Experience in Healthcare setting.
License, Certification & Clearances
