Job Description The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City. The Bureau of Customer Services (BCS) oversees the production and collection of water and wastewater bills along with all the work required to maintain our citywide network of meters and meter reading devices. BCS serves approximately 836,000 customers and generates over $4 billion of revenue annually. The Bureau of Customer Services (BCS) is seeking a candidate to fulfill the role of Director of Business Services. The selected candidate would be working under the direct supervision of the Deputy Commissioner while managing and being responsible for all activities undertaken by the Business Services Group (BSG)-a unit within the Bureau of Customer Services. This position will maintain and enhance DEP’s new UMAX Customer Information Billing System as it relates to the needs of the business. Duties will include: - Managing and directing resources responsible for the configuration of the system, creation and maintenance of SOPs, implementation of process changes, and quality assurance. - Coordinating across the unit and the bureau in order to implement process changes, enhancements, and special projects. - Managing and prioritizing initiatives of the unit based on priorities set by the Deputy Commissioner and the software vendor’s release schedule. - Working with the Bureau of Information Technology to ensure effective and efficient execution of system release management processes. - Collaborate with the BCS leadership team to provide analytics, knowledge, and team resources to support special projects and process improvement initiatives. - Provide feedback and input to the Training organization. Preferred skills: Qualified applicants for this position should have: - Management and supervisory experience relevant to the responsibilities of this position. - Excellent organization, presentation, critical and analytical thinking, communication, and problem solving skills. - Ability to troubleshoot issues and communicate effectively. - A strong understanding of the Bureau of Customer Services’ business processes and how they are executed within the UMAX system. - Proven ability to prioritize work for others and to meet deadlines. - Ability to establish and maintain effective working relationships with team members, supervisors, and employees from other groups. - A vision for how to build a culture of continuous improvement within an organization. Environmental/Physical Factors: Prolonged computer use Prolonged sitting Overtime required when needed. Positions are at Lefrak. The opportunity to telecommute may be available at times, but will not be the norm. Bureau approval is required. Note: This position is designated as essential. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or 2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
