Overview
The Director of Case Management Services reports to the VP of Clinical, Case Management and Educational Services and is responsible to o versee the Case Management Services of the program to ensure compliance in all ORR policies, procedures and reunification expectations always incorporating best practices of effectiveness and quality.
The Unaccompanied Children Program provides long term and transitional residential care and other supportive services to Unaccompanied Children (UC) who are under legal custody of the Federal Government. Working in collaboration with the federal Office of Refugee Resettlement, ORR, our program provides a safe and nurturing environment for youth in aBasic Shelterprogram, and theTherapeutic Group Homeprograms located at our licensed residential facility in Yonkers, NY as well as aTransitional Foster Careprogram and theLong Term Foster CareProgramlocated in foster homes in the Bronx, Queens and Westchester. In all programs, we provide therapeutic and educational services and other supports that youth need to achieve success through an array of strength-based and targeted interventions as well as link them with family members and/or other sponsors in the United States so they are able to move forward with their lives and thrive. The Educational Coordinator will oversee education services provided to youth supported by the UC program.

Responsibilities
The Director of Case Management Services reports to the VP of Clinical, Case Management and Educational Services and is responsible to Oversee the Case Management Services of the program to ensure compliance in all ORR policies, procedures and reunification expectations always incorporating best practices of effectiveness and quality.
Program Delivery • Ensure that the program is being run in accordance with all regulations as outlined by ORR and in a manner that is consistent with the organization’s mission and values. • Demonstrate the use of all TCI and other intervention techniques. • Closely monitor the length of stay of the children in the program, to ensure prompt and safe releases. • Track any trends related to barriers for prompt releases and create action plans to mitigate them to decrease the length of stay, while maintaining the safety of all UC. • In collaboration with the Case Aid team create and regularly update a service provider binder for legal, educational, vocational and any other community resources provided to sponsors upon release of the children. • Ensure that weekly and monthly reports are completed as requested by ORR and sent on a timely manner by the Case Management team. • Ensure that the Case Management section of the tracking system in all case management related areas, is reviewed regularly to ensure compliance, as mandated by ORR and as delineated as program best practices. • Facilitate monthly meetings within the unit. • Ensure the ongoing implementation of PROMISE in the clinical and case management program, and support and facilitate the implementation across the entire program. • Work in collaboration with the Operational Compliance Manager as well as with the PSA Compliance Manager of the program.
Staffing / Administration
• Directly supervises the Lead Case Managers and the Case Aides by providing support and engaging them in a process that requires team process to solve problems effectively, address the teams positively and proactively, and reaching program expectations and goals. • In conjunction with Human Resources and the Management Team, assist in the selection, interview and hiring of staff in the program. • Monitor progress of staff through performance evaluations. Assist supervisees in developing improvement plans and ensure training compliance. • Ensure that weekend coverage and extended hours (8am-10pm, 7 days a week) of the Case Management team are consistently met. • Join the weekly staffing run by the GDIT team, and the Clinical and Case Management Team. • Monitor that the weekly grid is accurately, thoroughly completed and sent on a timely manner to GDIT and ORR on a weekly basis.
Professional Practice
• Join different committees or groups within the organization. • Participate as an active member of the Incident Review Committee • Create linkages and partnership with community service providers in areas related to the clinician and case management practice • Develop and execute trainings related to the practice of Case Management unit, as well as related to all CM ORR mandated trainings. • Ensure that the Case Management team is in compliance with all ORR mandated trainings. • Maintain collaborative relationships with team members, other staff, parents, and non-agency personnel. • Communicate regularly with others, both orally and in writing. This includes providing any necessary reports to be used for child conferences or evaluations. • Become knowledgeable of all UC Program policies and procedures; modeling, training and actively supervising the use of each. • Ensure all necessary documentation is completed by established deadlines. • Show organizational commitment which includes understanding and actively supporting the mission, policies and procedures protecting the integrity of the Agency.
Qualifications
+ A Master’s degree or equivalent in a Human Services or related field or Bachelor’s degree plus 5 years’ experience in child welfare administration. Bachelor’s degree required. Master’s degreepreferred
+ Minimum 5 years of experience in program management
+ Direct service delivery experience
+ Experience working with traumatized/exploited children and children with challenging behaviors
+ Excellent organizational/communication skills.
+ Ability to establish and maintain working relationships with staff, community groups, the courts, other agencies, and the general public.
+ Excellent writing and communication skills
+ Proficient in Microsoft Office suite
+ Bi-lingual (Spanish/English) is a must
+ Possession of a valid vehicle operator’s license and clean driving record- preferred
