Position Announcement Position Details Proposed Start Date 02/01/2025 Classification Title Legal and Compliance Rank N - No Rank Working Title Director of Contracting and Procurement Services Department 640400 - PUR Purchasing Position Number D93128 Representation UU - Unclassified Unrepresented Renewable Renewable End date, if applicable Position FTE 1.0 Tenure Status N - not applicable Position Summary Brief Description of PSU/School/Dept Position Summary The Director of Contracting and Procurement Services provides visionary leadership to the University for all procurement and design/construction contracting through the direction and oversight of programmatic standards and procedures of operation, planning, designing, and implementing new policies and programs to serve the University needs or comply with statutory or mandated requirements. As the primary contracting and purchasing officer for the university, the Director conceptualizes and negotiates a wide variety of transactions and drafts contracts and solicitation documents to effectuate them. The Director also oversees, reviews, and manages similar work done by others. This position has been assigned the delegated authority to commit Contracts and Procurement to a course of action by approving new contract methodologies and independently approving the contracts and purchasing services without legal review within the scope of his or her responsibilities. This position provides functional leadership to the university through policy development, compliance and quality assurance. This position will be responsible for creating the next generation value proposition for procurement. This position organizes, directs and oversees all activities of the Contracting and Procurement Services Department and its eleven employees both directly and through his/her supervisory staff Minimum Qualifications Bachelor’s degree or related experience required. Seven years of Procurement and/or contracting experience. Demonstrated extensive understanding of public contracting law. Progressive Management or supervisory experience. Excellent written and oral communication. This position is designated as a critical, security-sensitive or safety-sensitive position; therefore, the incumbent must successfully complete a Criminal History Check and be deemed fit for duty at placement and while serving in the position.
Preferred Qualifications Five (5) years Governmental and/or Higher Education procurement and/or contracting experience. Minimum of 3 years of experience in each of the following: 1) goods and services procurement and 2) design/build construction contracting. Accredited Purchasing Professional (APP) or Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO). Demonstrated understanding of the structure, purpose, functions and goals of Portland State University. Experience providing written reports utilizing data analytics and workflow documents. Commitment to professional development. A demonstrated commitment to promoting and enhancing diversity. Certification as a contracts officer by a federal, state or related agency. Work Days/Hours Monday to Friday 8am to 5pm Total Compensation Range & Benefits Statement Salary is dependent on several factors, and new employees will typically start around the Q1 level to allow for later growth within the salary band. PSU has a structured process for determining starting compensation, taking into account years of related experience, applicable skills, knowledge and abilities, market parity, and internal equity. The starting annual salary for this position will be $110,000.00 annually, but may be negotiated above this rate dependent upon the factors above, the budget of the hiring department, and approval from HR.
