Directly supports the management of day-to-day contracts administration by personnel to include the development and implementation of the contracts, subcontracts and compliance program for the All Native Group in all areas of government contracting. Creates, implements, administers, and enforces all policies, procedures and activities required for the organization to operate in accordance with appropriate regulations including Federal Acquisition Regulations (FAR), and other agency Supplements, commercial laws, and contract requirements.
Essential Functions
Direct supervision of staff to include training, professional development, performance assessments, along with workload management of team. Assists the VP in making determinations as to recruiting and retention. Oversees the entire lifecycle of Federal contracts, including the preparation, administration, negotiation and close out of contracts. Regularly works with management staff to provide leadership for All Native Group and its subsidiaries to ensure contract compliance. Provides advice and guidance to all areas of the organization in the development of policy and procedures to ensure legal compliance and protection of company assets. Responsible for the performance of all management functions including planning and forecasting, policy and procedure development and implementation, and creating an entrepreneurial company environment. Supports the development of proposals, by providing strategic guidance, reviewing performance requirements, conducting risk assessments, ensuring proposal are in accordance with legal requirements and, customer specifications and helping coordinate efforts with all involved parties as needed. Routinely performs internal audits of all business operations to ensure all business regulations are being followed. Create and maintain various drafts and formats pertaining to the statutory laws. Ensures statutory compliance of all federal rules and regulations. Regularly track laws and regulations which affect the organization’s policies and ensures Company policies and procedures comply with all relevant laws and regulations. Maintains a favorable working relationship with all employees to promote a cooperative and harmonious working environment to facilitate positive employee morale, productivity, and continued improvement. Communicates clearly and directly with employees concerning performance expectation, productivity, and accountability. Develops employee development plans within the department. Understands the unique legal structure that All Native Group and Ho-Chunk, Inc. operates within and ensure compliance within that legal structure. Coordinate with the Executive Management team on special projects as assigned. Other job-related duties as assigned by immediate supervisor.

Position Type/Expected Hours of Work
This position outlines a full-time hybrid position, requiring four days in the office and one remote day per week. The standard work schedule is Monday through Friday, 9:00 a.m. to 5:00 p.m., but evening and weekend hours may be required based on business needs.
Travel
Travel is expected up to 35% of the time for this position.
Experience
Ten or more years of relevant experience working in contract administration/management or a related field.
Education
Bachelor’s Degree (B.A.) in Contract Administration/Management or a related field preferred.
Additional Eligibility Qualifications
Expert knowledge of the FAR, DFAR, and government regulatory standards Established track record of successful "cradle to grave" contracts management, including advising on complex proposals, negotiating terms, and managing contract changes. Preferred certifications: Certified Federal Contracts Manager (CFCM); or Certified Professional Contracts Manager (CPCM) Must be a strong team leader who is committed to All Native Group objectives Ability to manage and organize multiple projects and companies Excellent organizational, interpersonal, and communications skills and ability to deal effectively with a variety of people and situations Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public Understanding of the U. S. legal system including but not limited to: SBA 8(a) regulations, FAR, UCC and contract law Maintains a valid Driver’s License and be insurable under company insurance provider/program

Compensation and Benefits
The expected compensation range for this position is $160,000.00-$170,000.00 per year.
