Job Summary: Visionary and programmatic leadership overseeing the services provided within the Disability Services Department, towards the goal of enhancing the lives of individuals with disabilities and their families. Plan, develop, coordinate and implement programs and services within the department. Works with Associate Executive Director to effectively and efficiently serve clients and develop new services. Participates with senior management team towards the development and implementation of agency wide policies and procedures, as well as promoting agency mission both within and outside the agency. Participates on various agency committees. Member of community organization committees and boards related to advocacy and policy for the disabled community.
Job Responsibilities: Principal responsibilities or job duties.
+ Oversee the various programs within the Disability Services Department, which include:
+ Supported Employment Program
+ Social and Recreational Programs
+ Project SEARCH
+ New Jersey Division of Developmental Disabilities Supports Program Services
+ TOPS Enrichment Day Program
+ Soups and Sweets Culinary Training Program
+ Benefits Specialist
+ Division of Children and Family Services Self Hire Respite Program
+ Community Education Programs/Conferences
+ Analyze and initiate new programming ideas to meet growing trends within the disability field and the needs of the families within the community
+ Develop policies and procedures for the delivery of services within each program, in conjunction with program manager / supervisor
+ Hire, supervise, and evaluate staff in carrying out the duties stated in each job description
+ Supervise, direct, empower, motivate and problem solve with staff for efficient and effective service delivery, that embraces the values within the department
+ Participate in yearly budget formation with the CFO / Associate Executive Director
+ Develop and monitor reimbursement policies, procedures, and fee collections
+ Review and monitor monthly department budget and staff productivity to ensure fiscal responsibility
+ Develop ideas for fundraising opportunities and implement in cooperation with the Development Department
+ Develop leads for grants and sponsorship opportunities and assist in the development and submission of grant proposals, in cooperation with agency Grant Manager
+ Develop promotional and marketing materials in collaboration with the Director of Communications
+ Outreach and market programs to various organizations, schools, agencies and businesses within the community to promote the department and build awareness of JFCS services
+ Collaborate with other members of the Jewish Federation to promote community wide initiatives for individuals and families with disabilities.
+ Act as a resource for families in navigating and understanding community services
+ Represent the department on disability related community organizations and boards
+ Facilitate JFCS Disability Services Committee, in conjunction with Committee Chairpersons
+ The position may oversee the JCC Director of Disability Services; Programs and Services
+ This position also works in conjunction with / collaborates with the JFED Regional Director of Disability Services
Relationship with Others: Meet with Associate Executive Director to discuss policy issues, budget and program plans. Work with Board and Disability Services Committee, maintain relationships with JCC ACHaD Program and the Federation Special Needs Coalition, work with the JFCS development, finance and marketing departments. Maintain relationships with NJ state agencies including the Division of Vocational Rehabilitation Services, Division of Developmental Disabilities and Division of Children and Families. Collaborate with and participate in various community organizations and boards related to service delivery as well as disability advocacy.
Required Education & Experience:
+ Master’s degree in related field is preferred – can be substituted with experience in the field. Five years of administrative and supervisory experience
+ Additional Technical Requirements:
Specific knowledge and skills
+ Knowledge of community resources for the disabled population
+ Knowledge of supervisory techniques and methods
+ Comprehensive management skills and experience including goal setting, program evaluation, staff development, budgeting, and organizational behavior and governance
+ Good oral and written communication skills
+ Knowledge of Jewish culture
