MassDEP is seeking a highly experienced and dynamic environmental laboratory professional to serve as Director of the Division of Environmental Laboratory Sciences (DELS) and of the historic Senator William X. Wall Experiment Station (WES), the Massachusetts state environmental laboratory facility in Lawrence, MA within the Bureau of Planning and Evaluation (BPE). The Experiment Station was established in 1887 and the facility now houses the MassDEP DELS, the MassDEP Bureau of Air and Waste (BAW) Air Assessment Branch, and the Industrial Hygiene Laboratory and staff of the Massachusetts Department of Labor Standards.
DELS operates three major laboratories – the Environmental Inorganic Chemistry Laboratory, Environmental Organic Chemistry Laboratory, and Environmental Microbiology and Toxicology Laboratory – that generate scientific information/data from the analysis of environmental samples and other activities that directly support MassDEP’s mission to protect human health and environmental quality and serve as critical links in the state’s disaster and homeland security preparedness efforts. DELS serves as the state principal drinking water laboratory as required for primacy under the Federal Safe Drinking Water Act. The Division also includes the Laboratory Quality Assurance and Data Management Unit as well as the Massachusetts Environmental Laboratory Certification Program (LCP) for in state and out-of-state environmental chemistry and microbiology analytical laboratories. Together, all DELS laboratories/programs constitute the Massachusetts State Environmental Laboratory.
The Director of DELS and WES is responsible for managing and supervising all the operations and activities of the Division and Station facility, respectively, with the assistance of the following direct-reporting senior management/leadership team:
Laboratory Supervisors for the three distinct laboratoriesDeputy Director for Laboratory Quality Assurance and Data ManagementDeputy Director of Administration and Fiscal and Facility ManagerDirector of the Massachusetts Laboratory Certification ProgramHealth and Safety Officer for DELS and the WES Facility
This position is based in MassDEP's WES facility, located at 37 Shattuck Street, Lawrence, MA. A hybrid schedule may be offered.
The Director of DELS and WES is supervised by the Director of the MassDEP Office of Research and Standards (ORS) who, along with the BPE Assistant Commissioner, provides guidance and support on MassDEP priorities, research projects, staffing changes, budgetary recommendations, and other matters.
Essential Job Duties for this Position Include but are not limited to:
Managing and supervising all environmental laboratory scientific operations and activities conducted under the three major DELS laboratories in order to consistently provide timely high-quality environmental laboratory analytical data required to support the goals, objectives, and overall mission of MassDEP programs and regional offices, including the investigation and prosecution of environmental crimes.Managing and supervising laboratory quality assurance and data management activities – involves the independent overall Quality Assurance (QA) Program for all DELS laboratories conducted under the Deputy Director for Laboratory Quality Assurance and Data Management. Managing and supervising the DELS and WES Facility Administration – includes fiscal management of the DELS and WES Facility Cost Center operating budget and management of the entire DELS and WES facility physical plant conducted under the Deputy Director of Administration. Coordination of facility management needs with the Division of Capital Asset Management and Maintenance (DCAMM). Managing and supervising the DELS Laboratory Certification Program (LCP) – includes management of the certification of commercial and municipal and other government laboratories located in Massachusetts or in other states conducted under the LCP Director. There are currently 89 commercial and municipal and other government laboratories located in Massachusetts or in other states that are certified by the LCP for the analysis of potable and/or non-potable water for microbiological and/or chemical contaminants/parameters. Managing and supervising the DELS and WES Facility Health and Safety Program – includes management of the DELS and WES facility environmental health and safety, building safety equipment inspection, laboratory safety, and biological safety programs conducted under the DELS and WES Health and Safety Officer.Coordinating DELS laboratory services with MassDEP programs and regional offices – includes exploring opportunities to further integrate DELS laboratory services with MassDEP programs and regional offices and help design new laboratory testing to support their environmental monitoring programs.Developing, implementing, and validating new analytical methods for PFAS and other emerging contaminants in support of MassDEP programs and regional offices.Developing and effectively implementing program plans for further improvements in laboratory equipment and facilities of, and services provided by, DELS laboratories under the direction of the ORS Director and BPE Assistant Commissioner, and in consultation with other MassDEP program and regional office senior staff, as appropriate.Providing timely high-quality technical support (e.g., reviews, guidance, etc.) to MassDEP programs/regional offices and other partners on environmental laboratory sciences and environmental monitoring issues.Participating in MassDEP’s research enterprise under the direction of the ORS Director and in consultation with other internal MassDEP and external research collaborators to ensure that DELS maintains the analytical capabilities to provide critical laboratory support and other necessary scientific support for research studies conducted by MassDEP, including research studies co-developed and co-directed by DELS.Participating with other collaborators in the presentation and publication of research study results in peer-reviewed scientific journals.Serving on the Massachusetts Interagency Committee on Fish Toxics Monitoring and Assessment as the DELS representative.Serving as the Massachusetts environmental laboratory representative and Massachusetts environmental laboratory associate institutional member on the Northeast Environmental and Public Health Laboratory Directors Consortium (NEEPHLD) and on the Association of Public Health Laboratories (APHL), respectively.Collaborating with environmental and public health laboratory professionals from other states, U.S. EPA and other federal agencies, and MA-certified commercial and municipal laboratories on environmental laboratory matters, including data quality assurance, laboratory emergency preparedness, laboratory accreditation, and laboratory data reporting, through participation in committees, meetings, and other activities of APHL, NEEPHLD, and the MassDEP Laboratory Advisory Committee (LAC).Preferred Qualifications:
Terminal doctoral degree in chemistry, microbiology, toxicology, environmental sciences or engineering, environmental public health or related science with a concentration in environmental laboratory sciences, environmental analytical chemistry, environmental analytical microbiology, or environmental analytical toxicology.Extensive environmental laboratory operations and facilities management experience.Expert knowledge of and experience with environmental laboratory sciences and operations, and environmental laboratory analytical methods and applicable quality assurance and quality control, and safety procedures.Knowledge of the principles and practices in the organization and operation of a chemical, microbiological, and/or toxicological laboratory.Ability to plan, organize, and manage multiple priorities.Ability to effectively supervise highly technical individuals and manage teams, including encouraging cooperative problem solving, establishing operating and/or reporting relations to support productivity and development, and fostering a culture of diversity, respect, and inclusion.Ability to develop and maintain effective working relationships with colleagues in MassDEP, EEA, other state agencies, U.S. EPA, and other external organizations.Experience cooperating with environmental professionals in state and federal agencies, and other organizations.Ability to understand, apply, and explain the provisions of the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing assigned unit activities.Exceptional leadership and team building skills.Ability to think critically/strategically, write concisely, express thoughts clearly, and develop ideas in logical sequence.Ability to analyze complex information, draw conclusions, and summarize effectively.Excellent oral and written communication skills.Ability to adjust to changing situations and be flexible to meet emergency or changing program requirements.Ability to respect confidentiality and exercise sound judgment/discretion in a professional manner.Proficiency with computers and associated software, and laboratory information technology, including a Laboratory Information Management System (LIMS).Who We Are:
