Director of Employment Services

PURPOSE:

The Director of Employment Services is responsible for expanding employment related skills (Employment Development Services) and employment opportunities (Employment First) for individuals receiving services through Little City’s Center for Employment. This position will oversee the implementation of the Pathways to Employment program and ensure that the training that is provided focuses on preparing adults with intellectual disabilities for work in the community. The Director will ensure effective daily operations of Little City’s Community Employment Services through oversight of and planning, monitoring, facilitation, and communication with department personnel. This position has direct involvement in program expansion including growth of enclaves, business partnerships, new offices, and integration of growing contract options. This position will directly supervise Employment First and Transition and Employment Development Services (EDS) managers and be responsible for multiple agency owned employment centers and in-community employment services.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Advocates for, promotes and protects the rights of all individuals by assisting people with disabilities to lead self-directed lives, achieve personal goals and            contribute to the community by encouraging attitudes, beliefs and behaviors that enhance inclusion.
2. With the Vice President of Community Enrichment and Employment Services, define and execute employment program’s operational strategic plan, including        new services, resource management, space utilization and development of systems which monitor, correct, and improve outcomes and oversight of program        operations.
3. Directly interface with Board of Directors in growing employment opportunities and partnerships.
4. Responsible for defining and creating employment service environments to optimize employment skill development, job acquisition and expand the number of        individuals served.
5. Develop and monitor annual financial plans for Employment Services including performance-based contracts are maximized and services are sustainable.            Includes budget management.
6. Ensure the development and delivery of employment and training program services (Employment Development Services - EDS) that are customizable,                  individualized and built upon a foundation of choice, enhanced living, and interpersonal and work skills development.
7. Define and build a transition program with local school districts. Will require creation of new partnerships including contracts and outcome alignment.
8. Participate in the development and implementation of quality assurance measures to ensure best practice - analyze and react to key performance indicator            (KPI) data and metrics related to achievement of goals.
9. Represent the agency and ensure effective and positive public relations at state and local events, including area chambers, business advisory committees, or        other networking events.
10. Ensures effective communication between Employment Services and Adult Day Services across locations, other departments, community resources and the        families/guardians of person served.
11. Responsible for labor market trends, public policy, Employment First initiatives and other issues affecting individuals with disabilities (e.g., ADA, social                    security,health benefits, accommodations, etc.).
12. Maintain thorough knowledge of and compliance with State and Federal regulations, including but not limited to Department of Labor, Department of Human         Services (Division of Rehabilitation Services, Bureau of Accreditation and Licensure & Bureau of Quality Management Divisions), Occupational Safety and              Health Act, Centers for Medicare and Medicaid Services, Department of Public Health and Office of Inspector General.
13. Represent the agency and ensure effective and positive public relations at state and local events, including area chambers, business advisory committees, or         other networking events. Participate in all relevant councils and State advisory boards including the Division of Rehabilitation’s Facility Advisory Council                 Meetings, Transition Planning Committees and other forums as directed. Provide leadership to employment programs, ensuring that services align with                 tenets of Employment First.
14. Exhibit exemplary leadership, promoting a positive and optimistic culture, inclusive of all, and in which policies and procedures that promote Little City’s                   mission and vision are upheld.
15. Ensures that all activities related to staff supervision, including training and performance evaluation are executed in a timely and accurate manner and in                accordance with Agency policies and procedures and all applicable Federal, State, licensing regulations and accreditation standards.
16. Maintains annual American Heart Association certification in First Aid and CPR.
17. Successfully completes Little City required training, re-training, and any additional training as required by Little City policies and practices, or as assigned by          his or her immediate supervisor.
18. Other duties as assigned by supervisor.
