The Real Estate Services (RES) division of DCAS supports the operations of the government of the City of New York by providing services for the City’s real estate needs. RES is responsible for the space planning and management of 37 million square feet, Citywide acquisitions (lease or purchase), sales and other dispositions of City-owned real estate, architectural design and project management, zoning and land use analyses, disposition of 15,000 City-owned lots, property valuation, and financial analysis of real estate transactions.
The Design & Project Management (D&PM) Unit is tasked with delivering comprehensive project management and design expertise to DCAS and NYC client agencies in order to fulfill their operational and space needs in support of their services to the general public. Reflective of that mission, D&PM is responsible for providing Project Management Services for the renovation of leased and city owned space including programming, preliminary design, scope of work development, cost estimating, furniture and equipment specifications, procurement coordination, space measurement verification and construction administration, among others. D&PM serves client agencies as facilitator in translating their operational needs into space needs that support their specific missions and their workforce.
We are seeking to hire an Administrative Engineer who will fill the role of Director of Engineering and be responsible primarily for providing technical comments on all leasing documents (i.e. Term Sheets, Lease Drafts, Scopes of Work) for construction projects in space to be leased by the City, as well as oversee the work of four (4) other engineers on the same type of projects. The successful candidate should be able to oversee the management of complex electrical and HVAC projects mainly in Leased space and, occasionally, in City owned space including multi story buildings, interior office build outs and light industrial applications. The selected candidate will also be required to oversee the development, review, and/or supervision of plans and technical drawings to ensure code, industry and City compliance. The candidate should be able to occasionally perform all the duties of an engineer in their applicable discipline themselves on selected projects in addition to managing the staff. Performing project contract and general administrative duties is required.
Additionally, the selected candidate’s responsibilities will also include, but will not be limited to, the following tasks:
- Provide technical and ministerial support for real estate transactions and project development from due diligence/lease negotiations thru design, construction review and implementation.
- Support the formulation and generation of infrastructure planning strategies / options based on the review of existing conditions site reports generated by third parties or by the team in-house in leased and City owned property.
- Defines potential infrastructure planning risks and provides strategic leadership to mitigate them.
- Coordination with internal and external partners including client agencies, landlords, real estate brokers (Tenant Reps), legal team and governmental regulatory agencies.
- Oversight of engineering staff.
- Development of sustainable alternatives to include in scope of work for lease renewal projects in coordination with DEM.
- Provide project specific engineering services as needed on selected projects

Qualifications
1. A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
