Job Description
The Office of Chief Medical Examiner investigates cases of persons who die within New York City from criminal violence, by accident, by suicide, suddenly when in apparent health, when unattended by a physician, in a correctional facility or in any suspicious or unusual manner or where an application is made pursuant to law for a permit to cremate a body of a person.

The Office of Chief Medical Examiner operates a number of medical/laboratory type facilities that operate 24/7 throughout the five boroughs. These facilities have complex mechanical heating, ventilation, and air conditioning (HVAC) systems. Our laboratories and medical buildings use computerized building management/control systems and have mandated environmental conditions that must be maintained for efficient and safe operations. Duties will include but are not limited to:
-The Director of Facilities Administration shall report to the Deputy Commissioner of Administration & Finance.
-Direct the overall strategic oversight of the Facilities Administration team.
-Coordinate, collaborate and communicate effectively with the stationary engineering chief(s) and their stationary engineer team members to provide the division with the resources and services they require to maintain the OCME medical facilities in prime.
-Support the stationary engineering team to operationalize the Chief Medical Examiner’s goals and strategic objectives as directed by the Deputy Commissioner of Administration & Finance, and coordinate implementation of strategic objectives with the executive divisional leaders: forensic operations, laboratories, pathology, IT.
-Develop capital plans for infrastructure and maintenance of all OCME buildings throughout the five boroughs with up to 900,000 square feet.
-Lead and direct Fire Life Safety planning and operations and coordinate the security and facility representatives of the Fire Safety Committee.
-Manage the resolution of facility emergencies 24/7 as needed.
-With oversight from the Deputy Commissioner coordinate with stationary engineers to manage the policy and procedure log, including health and safety, FDNY, DOB, and DEP violations reactive program and new programs and requirements as assigned.
-Oversee and manage the full responsibilities of the facilities administrative division and provide management leadership to this administrative team.
-Lead, manage and guide the Administration staff including but not limited to Architects, Staff Analysts, PAA, Auditor, and Stock Worker; provide prompt tasks and standards and conduct annual evaluations.
-Manage the team of Institutional Aides.
-Manage all citywide contracts, service agreements and purchase orders for all medical facilities.
-Ensure that the medical facility budget is correctly managed and that all medical facility payments are made on time; resolve problems when they arise immediately and effectively coordinate continuously with the budget team and the audits team.
-Support the stationary engineer chief(s) to manage all agency construction projects.
-Manage, evaluate, and approve all relevant administrative requirements for contracts, scope of work documentation and contract specifications.
-Review and Authorize payments to contractors and vendors by assigning tasks to the administrative team and continuously evaluate progress and implement solutions to resolve issues promptly and effectively.
-Support the stationary engineer chief(s) to manage and evaluate logs on daily events and work performances.
-Perform other duties as assigned.
Qualifications
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
