Job Title Director of Facilities Administration Posting Number F006353 Position Status Full Time Assignment Length Not Applicable Grant Funded No Category APT Class Code 12 Starting Pay $84,321 Special Note Commensurate with education and experience Location Other - ODMC Department DT Chief Financial Officer Job Summary Reporting to the Executive Director of Real Estate and Facilities, the Director of Facilities Administration is responsible for providing administrative support for TCC Real Estate and Facilities Planning and Development, Operational Infrastructure, Facilities Operations and Construction through the development and implementation of budgetary, compliance and governance procedures and processes. This support will ensure that the Real Estate and Facilities projects are approved, as applicable, by the Board approved policies and procedures, additionally that the projects comply with state and federal laws and statues and regulations. This position works closely with the Real Estate and Facilities (RE&F) departments to develop joint strategies and processes to effectively support capital improvement projects, construction projects, operation, repair and maintenance projects costs and the optimization of future expansion and renovation potential with minimal costs. This position is also responsible for interfacing with purchasing and finance departments. Primary Duties and Responsibilities Essential Performance Requirements* Develops, manages, and reports Key Performance Indicators (KPI) for assigned areas Develops processes to protect the District from legal, financial, and reputation risks associated with each project’s execution through efficient documentation, processes, and procedures Works with the District’s Purchasing and Finance departments to develop processes and procedures that are efficient to execute the work on a timely basis and ensure each service provider (agent and vendor) meets all contractual obligations; develops and maintains a financial planning and control system with integration and alignment of scheduling and planning systems to produce viable forecasts, earned value analysis and simulations for depicting “what if scenarios”; develops resource base for independent estimating and costing analysis; compiles budgetary reporting of variances, savings and potential saving options and planning Assists RE&F departments in the preparation and organization of RFP and JOC programs and IDIQ pools, procurement scopes and supporting documents interfacing with purchasing, project management and operations Provides appropriate coordination with RE&F departments for project estimates and funding requirements to ensure they are complete and accurate and are performed in accordance with agreed specifications and timelines Provides appropriate coordination with Risk Management to validate the insured value of all existing and new facilities is complete and accurate Develops and maintains data of up-to-date ratings and qualifications of architects, engineers and contractors, by type of facility and, if necessary by location Assists RE&F departments in the development of the Capital Improvement Plan (CIP) by interacting with designated personnel to provide continuity and communication across the various construction projects and to ensure that CIP amounts, including life cycle estimates and estimates for the next year’s cash expenditures, are complete and accurate through finance and budget planning support Coordinates with RE&F departments in the interaction with TCC Purchasing to improve the final selection process for design consultants, contractors and project management delivery In collaboration with RE&F departments, assists in on-going program definition procedures, budgets and schedules and serves as a resource to articulate project goals and KPI outcomes Develops and maintains appropriate administrative technical control procedures including data management, budget and scheduling controls, performance management and resource distribution data, budget request review and integration of technical procedures for design and procurement in conjunction with TCC Purchasing Develops procedures for compliance with all Authority Having Jurisdiction (AHJ) for project execution from procurement through the close-out process; collaborates with TCC legal and RE&F departments to develop contract templates that provide best value to TCC In collaboration with TCC Purchasing, assists with the coordination of outreach efforts that will maximize Small Business/MWBE participation; collaboration includes development of contract packaging strategies, community forums and town hall venues to promote “Doing Business with TCC” campaign and analyzing MWBE utilization reports; assists in the publication of monthly and annual reports on Small Business/MWBE involvement and financial impact Provides technical support to the Vice Chancellor of RE&F during auditing sessions through the maintenance of necessary financial and project records; assists with conducting internal audits on project files for compliance with AHJ agencies’ requirements and other legal requirements Assists in the development of on-going process and procedures interface sessions (with TCC staff and executive leadership) devoted to consistent improvement and measurement of work products and work applications that provide outcomes outlined by TCC
