Director of Federal & State Grants, Programs, and Compliance (SY24-25)
Reports to: Chief Financial Officer The BPS Finance Team ensures that the $1.4 billion all funds budget is effectively allocated and managed to yield the best results for our students. We are looking to expand our capacity to manage a diverse portfolio of academic investments including schools, programs, and services. This is a unique opportunity to enter a large, urban school district and influence the way we serve our students. The Director of Federal & State Grants, Programs and Compliance is the lead for BPS’ management of our financial resources outside of local aid. The Director works collaboratively with Finance Staff, Department Heads, School Leaders, and District leadership to ensure that the district is maximizing these resources, and spending them in alignment with the rules and regulations. Specific Job Responsibilities: Oversee the application process for competitive and entitlement grants, supporting grant managers in completing applications. Serve as the lead in all district federal entitlement grants, overseeing the needs assessment process and budget development of these external dollars in partnership with the local aid budget, in service of the district's priorities. Engage with the Boston School Committee on grant awards, spending, and data reporting. Coordinate appropriate spending of grant resources based on applications with the Budget and Business Services teams. Monitor compliance with non-financial requirements of grant awards, and create plans to intervene when necessary. Collaborate with grant managers and office of Data and Accountability on data collection Completion of all required grant reporting, both financial and programmatic Be the district’s lead contact with the Department of Elementary and Secondary Education (DESE) for any issues related to grants. Oversee a team of ten grant staff working on a variety of duties from accounting to grant writing. Serve on Finance leadership team: act as a member of the Finance leadership team, providing input and leadership on cross-department issues and policies. Qualifications - Qualifications: Bachelor's Degree required. 5+ Years of Experience in Finance or Grant Program Management 2+ Years of Supervisory experience Microsoft Excel Proficiency Ability to develop budget and monitoring procedures incorporating best practices in fiscal policy management, and internal controls. Strong customer service focus; ability to explain complex financial concepts and grant applications language to lay persons, in clear and concise easy to understand terms.
