POSITION DESCRIPTION: Oversee the development of the Turnpike System five-year Capital Program (Work Program). This includes coordination with the Work Program Manager, and Program and Project Managers on potential capital projects. Ensure the ten-year Finance Plan is balanced and established metrics are maintained. Assess the impact of changes in revenue and expenditure levels on the Turnpike Finance Plan. Develop policies and procedures that guide the development of the Work Program that includes work program amendments, and changes to existing projects and ensuring the program is balanced to budget. Also, ensure compliance with related Florida Statutes (F.S.) and other regulatory requirements. Supervise direct reports.
Oversee the development of the Operating Budget in accordance with F.S. Chapter 216. Assist with the development of detailed expenditure forecasts for Department Toll Facilities. Review actual costs against expenditure forecasts. Develop policies and procedures to assist in the development of the annual operating budget and forecast. Also, assist in development of budget manual. Analyze the methodologies and policies for the allocation of shared toll operating costs to Turnpike and non-Turnpike toll facilities. Ensure that all such costs are identified, allocated, and reported in compliance with Department policies, toll operating agreements, and bond covenants. Make recommendations for cost allocation methodologies, as needed. Responsible for Florida’s Turnpike Enterprise (FTE) budget entity Legislative Budget Request (LBR) each year.
Supports the Chief Financial Officer (CFO) and Deputy CFO with issuance of new debt and refunding debt. Assists in ensuring that the Turnpike remains in full compliance with all bond resolution requirements including, but not limited to, continuing disclosures, annual Operating and Maintenance certification, annual Renewal & Replacement certification, minimum debt service ratio requirements, and insurance coverage requirements.
Develop all department policies and procedures. Coordinate with the various areas to establish format and shared location. Also, responsible for compliance with various Florida Statutes, Florida Administrative Code, Bond Compliance, and other governing documents.
Serve as the treasury liaison on behalf of the agency for all bank accounts utilized as part of the toll revenue collection process. Provide contract administration for bank service contracts, and coordinate with the Department of Financial Services, the Tolls System Division, Contractual Services, and the Chief Counsel's Office in the procurement and execution of all toll-related bank contracts.
Develop Department-Funded Agreements, Locally Funded Agreements, and other agreements, as needed, for joint projects that further the Turnpike and the Department's missions. Review draft agreements prepared by program managers and the General Counsel's Office to ensure that all necessary financial provisions are included and that the draft language is consistent with the Florida Department of Transportation (FDOT) Comptroller procedures and Department of Financial Services requirements.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of long-term capital planning and the balancing of revenues and expenditures. Knowledge of accounting principles and practices. Skilled in the use of word processing, spreadsheet, and presentation applications. Ability to prepare and monitor short- and long-term expenditure forecasts. Ability to perform detailed financial analysis. Ability to effectively communicate orally and in writing, including the possession of listening and reflection skills. Ability to plan, organize, analyze, and present information. Ability to exercise proper judgment and make decisions. Ability to perform work in a timely, effective, efficient, and professional manner. Ability to work effectively as a team member. Ability to develop policies and procedures. Ability to supervise.
