The Office of the Governor's staff includes budgeting, communications and outreach, legal counsel, legislative liaison, operations, policy and research, and scheduling. Department: The Governor’s Office of Federal Funds and Strategic Initiatives (OFFSI) The Governor’s Office of Federal Funds and Strategic Initiatives (OFFSI) works to maximize federal funding opportunities, effectively preserve and implement federal and stimulus funding, and execute strategic initiatives that build from cross-agency lessons from a coordinated response. The Office specifically works on the $8.7B in American Rescue Plan Act (“ARPA”) Colorado received and the anticipated $10B from the Bipartisan Infrastructure Bill (“BIL” or “IIJA”) and the Inflation Reduction Act (“IRA”). Through a cross-agency team of Strategy Officers and a network of local grant navigators, the Office operates as a convener of state agencies, local governments, and other entities to improve the drawdown of federal funds for Colorado while improving government systems to drive efficiencies and implement federal funding. Office of Federal Funds and Strategic Initiatives reflects the diverse work that goes beyond economic recovery including implementing long-term transformative investments of ARPA funds, maximizing IIJA/IRA opportunities to move Colorado forward, cross-agency coordination and engagement to improve systems strained by the pandemic recovery, and strategic work on Governor priorities. Our focus is on: + Maximizing competitive federal funding opportunities from the IIJA and IRA + Ensuring federal and stimulus funding is spent effectively, impactfully, and equitably. + Building upon lessons learned to improve public systems. Description of Job Salary: $145,000-$156,000 FLSA Classification : Exempt Organizational Relationships: This position reports to the Chief of the Governor’s Office of Federal Funds and Strategic Initiatives. The position is a senior member of the OFFSI team and supervises a team of Strategy Officers embedded within agencies across State government. Expected Annual Travel: Occasional in and out of state travel Summary of Functions: The Director of Implementation is a senior member of the OFFSI leadership team and is in charge of managing a team of Strategy Officers, leading strategic initiatives and supporting the development and implementation of the Governor’s federal strategy. The position is critical for supporting the Office’s direction, culture, and strategic engagement. The position regularly interacts with Cabinet members, Governor Office senior staff, and agencies ranging from early childhood to transportation. Our team’s structure of a Governor’s Office with senior staff embedded within agencies is truly unique within government and provides the position with the opportunity to learn from and influence cross-agency collaborations. This position requires experience managing a team, working across government, and interacting with senior governmental leaders. It is desired that candidates can demonstrate skills with project management, strategic planning, and supporting the management of an office’s operations. Essential Duties and Responsibilities: Supervision and Leadership: + Provide management of a team of approximately ten Strategy Officers. While Strategy Officers are largely self-sufficient, this position will provide day-to-day support for the team including project direction, performance expectations, and professional development. + Maintain relationships with department executive directors and senior leadership at each of the Strategy Officer’s departments to help navigate critical issues and ensure successful engagements within departments. + Maintain relationships with senior staff within the Governor’s Office to ensure coordination between teams within the Governor’s Office and alignment with OFFSI activities. + Manage the budget, performance, and culture of OFFSI, including regular team meetings, team events, strategic retreats, and organizational planning. Lead Strategic Initiatives within OFFSI: + Lead teams of Strategy Officers and Governor’s Office staff to build upon lessons-learned from cross-agency economic recovery work and execute strategic initiatives relating to the Governor’s priorities and desired operational improvements. + Continually assess how the skills, leadership, and experience of the team of Strategy Officers can be best deployed to support the changing needs and landscape around federal funding. + Manage strategic initiatives through project management, performance goal setting, and ultimate execution. Support the Development and Implementation of Federal Strategy: + In conjunction with other senior leaders of OFFSI, work with agencies to protect existing federal grants, support applications for new grants, and address implementation issues as they may arise. + Provide direction and management of Strategy Officers in support of the development and implementation of the Governor’s federal strategy. + In conjunction with the Office of the State Controller, support the Strategy Officers to ensure agencies have the systems and processes necessary to successfully implement federal funds. Skills and Competencies: + Management of a team, including setting work priorities, supporting team members, and developing team building opportunities. + Familiarity with government and how to develop and implement cross-agency initiatives. + Creative thinker capable of balancing competing demands and managing multiple constituencies. + Collaborative team partner capable of working across multiple agencies and teams. + Strong written and oral communication skills with the ability to effectively advocate for solutions.
