Salary: $72,000/year Position Summary: The Director of Independent Living (IL) serves as the single point of contact for youth and young adults and provides oversight of the continuum of service delivery for Family Partnerships of Central Florida. This position leads, guides, and directs all Independent Living (IL) processes and provides operational oversight within the System of Care. This position effectively manages and develops the IL program to ensure compliance with IL requirements outlined in FL statutes, policies, and operating procedures to ensure maximum innovative high-quality standards. The Director of Independent Living is a senior leadership position responsible for developing and maintaining positive collaborative relationships that support educational, housing, employment and ensure a successful transition to adulthood. Technical/Functional Expectations: Title IV-E Funding - Essential Function: This position ensures that the IL/Transition Services Program complies with Title IV-E requirements. Ensures young adults participating in Extended Foster Care (EFC) follow program requirements and compliance with Case Managers/IL and Young Adult Specialists Title IV-E documentation. The position provides direct oversight of supervisory staff with units delivering Extended Foster Care, After Care, and Post Education Services and Supports (PESS) to youth. Performance Monitoring-Essential Function: Monitors IL units to ensure performance measures and all duties and obligations in accordance with FL Statutes, Admin Code, CFOP, and agency policies. Identifies and addresses any developing challenges or issues and/or gaps in service delivery. Youth Advocacy and Engagement-Essential Function: Encourages and advocates for youth, expand youth and young adult participation in Youth Leadership Development activities and programs. Create, develop, and implement a network of supportive adults that aid youth and young adults with opportunities that promote youth voice and choice, and advocacy to help them transition successfully into adulthood. Continuous Quality Improvement-Essential Function: Participate in monthly agency meetings and annual contract compliance monitoring for the IL case management program. Participate in performance improvement projects. Local IL Liaison : Develop professional and positive relationships with providers and participate in monthly meetings with other IL leaders in the state (i.e., statewide calls with DCF/OCW, FCC, Positive Pathways network, local housing network, One Voice IMPAACT, Florida Youth Shine, etc.) Operating Procedure: Create operating procedures to ensure FPOCF’s compliance with FL statute, administrative code, in relationship to youth and young adult in transition to adulthood. Training: Develop curriculum and provide training to Dependency staff on matters related to IL/Transition Services to Youth and Young Adults including life skills, transition planning, EFC, PESS, After Care and other related IL topics. Transition Planning: Participate in Independent Living Transition Staffing’s. Ensure Transition Plans comply with policies and procedures and are individualized and comprehensive to meet the needs of youth transition to adulthood. Fiscal Management: Ensure compliance with the IL budget, oversee expenses and revenues, (per diems and billing documentation). Approve funding requests from contractors and monthly payments. Data Documentation: Ensure accurate fiscal information is captured, coordinate with the IL Client Payment Manager to ensure federal and state funds are entered accurately in the statewide data system. Other duties as required: Job performance requires fulfilling other incidental or related duties as assigned, assisting, and training others, and performing duties of higher rated positions from time to time for developmental purposes. Business Experience: Strong verbal and written communication skills: Demonstrated communication skills are essential to provide effective feedback, prepare reports, and provide technical assistance to other organizations and communities. Superior organizational skills: Strong organizational skills are required to prioritize and adjust the schedule to meet the needs of those serving clients and the BFP FOA. Valid Driver's License - Essential: A valid driver's license is required to attend meetings throughout the County and state when required. Strong Computer Skills: Strong computer skills are required to create reports, presentations, graphs, spreadsheets, and other documentation. Project Management: Project management is required to maintain the schedule of activities locally and to meet contractual and performance measures. 5 + years exp. in child welfare and FL Statutes/Code: This is required to ensure compliance with all FL. child welfare Administrative Code and Statute. Educational and Experience Requirements: BA/BS - bachelor’s degree or equivalent required. MA/MS - master’s degree or equivalent preferred. 2 to 5 years related experience in child welfare required. 5 to 8 years related experience in child welfare preferred. Child welfare certified.
