HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth. ________________________________________ Your Team: As part of the Office of the First Deputy Commissioner for the Department of Housing Preservation and Development that works closely with the Commissioner to achieve the agency’s mission, you will serve the entire Agency and support the needs of its various offices and divisions, as needed. Your Impact: As the Director of Investigations and Labor Relations, you will serve as a key problem-solver and subject matter expert on disciplinary issues and labor relations for the largest municipal housing preservation and development agency in the nation. You will ensure that the agency maintains a safe and respectful work environment for the 2,300 staff located at six locations throughout the city. You will also ensure that all New Yorkers have safe and respectful interactions with all agency staff. Your Role: You will be responsible for overseeing a small team who investigate allegations of employee misconduct, provide recommendations on disciplinary actions, and advise on resolutions to organizational challenges. Train managers and supervisors to identify and effectively address employee misconduct. You will work report directly to the First Deputy Commissioner to achieve the unit’s mission. You will also serve as the Agency’s labor point-of-contact and liaison with the NYC Department of Investigation in making referrals and assisting in joint investigations. Your Responsibilities: Investigations: Overseeing the review of allegations and complaints of employee misconduct, leading investigations to determine if the allegations have been substantiated, providing confidential reports on investigations with recommendations to the Commissioner on punitive and restorative actions for any substantiated misconduct, and conducting settlement conferences with employees. Representing the Agency at administrative trials held at the Office of Administrative Trials and Hearings, in connection with substantiated disciplinary cases. Labor Relations: You will serve as the labor point-of-contact for the agency and provide recommendations to senior staff on organizational or policy changes to support a safe and respectful work environment. You will also liaise with the municipal labor unions on various labor-management issues, facilitate labor-management meetings, and resolve employee grievances. Preferred skills: Extremely high sense of integrity, impartiality, and fairness Demonstrated ability to make fact-based decisions unimpeded by bias. Litigation knowledge of administrative disciplinary proceedings. Demonstrated ability to exercise discretion in handling sensitive and confidential matters Familiarity of civil service law and experience working within the constraints of civil service, as well as extensive knowledge of relevant city, state and federal laws. Strong verbal and written communications skills necessary to explain complex and/or confidential information and communicate with all levels of management. Professional-level computer skills, including Microsoft Office and similar programs Qualifications Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work. Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
