The Office of Technology & Innovation seeks an experienced Director of Labor and Employee Relations to report to the Associate Commissioner of Personnel. The Director will propose a strategic direction and solutions to address existing and emerging workplace issues and perform a wide variety of labor and employee relations and safety-related activities, including but not limited to collective bargaining, negotiations, labor-management meetings, grievance and arbitration issues, training, dispute resolution matters, interpretative guidance on multiple collective bargaining agreements; policy and procedure compliance; and adherence to local, state and federal laws governing employment practices. This position oversees and leads responses to employee complaints, disputes, and performance matters, ensuring fair treatment and compliance with governmental policies. This role is highly visible, requires strong collaboration and integration with Division leadership and Human Resources teams, and protects highly confidential and sensitive information with appropriate discretion.
Responsibilities will include, but not be limited to:
- Manage all aspects of the Employee and Labor Relations units' including complaints and grievances that arise under collective bargaining agreements, citywide contracts, and other state and federal laws; works directly with unions, management, and external agencies.
- Maintain ongoing relationships with union representatives and coordinate and participate in all labor-management meetings as requested by the unions or management.
- Investigate cases efficiently and satisfactorily, gathering information and interviewing complainants, reported witnesses, respondents, and other relevant parties to assess the validity of claims or concerns, including collaborating with other divisions or external agencies when necessary.
- Oversee agency Employee Health & Safety and Workplace Violence program and ensures service standards regarding matters of timeliness, accuracy, and compliance with procedures are executed.
- Work closely with the Legal Matters Division for consultations on investigations of employee relations matters and ensuring compliance with relevant laws.
- Administer agency grievance review and serve as Hearing Officer for grievances at the Step II level.
- Agency representative at Step III hearings at the Office of Labor Relations and arbitration proceedings at the NYC Office of Collective Bargaining; attend collective bargaining information sessions as the agency representative.
- Negotiate settlements in connection with grievance disputes and collective bargaining activities.
- Oversee labor and employee-related issues.
- Handle inquiries from union representatives and meet with union staff regarding labor relations issues.
- Develop and implement employee relations strategies and programs to foster a positive work environment and prepare and present reports with recommendations for action.
- Develop, update, and communicate HR policies, procedures, and employee and labor relations guidelines.
- Serve as the agency's backup Alternative Dispute Resolution (ADR) Coordinator. Collaborate with the Center for Creative Conflict Resolution, incorporating ADR and restorative practices to address internal workplace needs.
- Manage special projects or other duties as assigned, contributing to the overall success of the Human Resources Division.
SHIFT:
Day - Due to the necessary management duties of this position in a 24/7 operation, candidate may be required to be on call and/or work various shifts such as weekends and/or evenings

Qualifications
1. A master's degree from an accredited college in business or public administration, economics, labor or industrial relations, statistics or a closely related field and four years of satisfactory full-time professional experience in labor research and analysis, employee benefit design and benefit program evaluation, compensation analysis, labor economics, economic planning or a related area, 18 months of which must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in labor research and analysis, employee benefit design and benefit program evaluation, compensation analysis, labor economics or economic planning; or
2. A baccalaureate degree from an accredited college and five years of professional experience, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above; or
3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must possess a baccalaureate degree from an accredited college, and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.
