Director of Operations, Ambulatory (Primary Care, Primary Care Pediatrics & Psychiatry) **Galveston, Texas, United States** Executive - Nursing & Patient Care UTMB Health Requisition # 2405934 **Job Description:** **Function** : The Director of Operations, Ambulatory reports to the Senior Vice President, Health System Ambulatory Operations and Surgical Services of the UTMB Health System and is directly responsible for the direction, leadership and day-to-day operations of all assigned practice sites on the Island and the Mainland. The Director provides the vision and the leadership to meet the goals and objectives of UTMB’s mission and strategic plan. This position demonstrates the professional skills and behaviors to promote comprehensive, cost effective and patient-focused integrative care for patients in a unique and diverse health environment in collaboration with UTMB Health Leadership. **Scope:** Has direct control and management of assigned UTMB Health practice sites and serves as an expert in addressing operational issues for practice managers and supervisors. The Director plays a direct role in patient safety, quality of care and process improvement. **Essential Job Functions:** + Provides leadership and participates in strategy development of short-term and long-term planning, as well as practice development + Provides direct supervision of the UTMB Health Practice Sites + Plans, organizes, directs and monitors all operational and clinical activities + Manages and monitors financial and statistical performance against budged targets + Works directly with UTMB Health leadership, physician leadership and department administrators to ensure effective and efficient operations + Collaborates with the Health System to ensure appropriate practice standards are met in all UTMB Health Clinics + Supports patient safety activities within clinical areas and participates in leadership patient safety rounds + Provides verbal and written reports on a regular basis regarding overall activities, performance and goals + Collaborates with physician leaders and administrative personnel to assure high quality of all care delivered + Ensures resources are used in ways that will maximize the delivery of services within available resources + Works collaboratively with other directors to solve operational problems and to assure a cohesive approach to policy and planning + Ensures the appropriate amount and type of staffing of practitioners and ancillary staff to meet the planned and budgeted goals and ensures a competent and productive labor force + In collaboration with other directors, determines, monitors and ensures that productivity and utilization goals are met + Maintains quality patient care and service by planning and developing programs to ensure compliance with established mandated policies and procedures, including licensing and accreditation programs + Identifies operational and service delivery problems and collaborates with leadership to develop methods to implement and evaluate solutions that comply with all regulations and provide acceptable levels of safe and effective patient care + Maintains mutually cooperative relationships and promote positive interactions with private sector health care providers, government agencies and community groups + Identifies new practice opportunities and other clinical activities that support the mission and success of the Health System + Develops and participates in patient service, satisfaction and safety initiatives + Works with inpatient and other outpatient services to assure seamless operations between the inpatient and outpatient environments + Works with management team and medical leadership, serving as a resource to help reduce costs, enhance revenues, achieve effective utilization and quality goals and objectives, analyze and utilize information to develop and support management decisions + Provides leadership to ensure excellent performance in all relevant quality of care and quality of service measures + Provides leadership in developing and supporting operations to ensure the highest quality of care is available to patients and appropriate standards of care that meet national, state and local rules and regulations as well as voluntary accreditation standards of The Joint Commission are maintained + Leads and supports key committees pertaining to service areas, clinical practice, and business issues + Assists in the development of new business and marketing strategies to enhance market share and improve overall performance + Initiates the development and review of operational and administrative policies + Assists clinical leadership in developing annual practice budgets; investigates and implements methods of controlling costs, maximizing revenue and maintaining a balanced operating budget + Participates in the development and review of financial administrative procedures + Identifies budget variances and acts to correct or improve performance according to budget + Develops, analyzes, interprets data to identify trends, assess medical services use, cost effectiveness of care, helps establish productivity measurements; analyzes and interprets resulting data + Continually provides oversight and reports to senior executive leadership, any potential irregularities indicating potential fraud and abuse activities + Works with Compliance Office and staff providing mechanisms to monitor and enforce compliance with specific regard to state, federal and other laws, regulations, and requirements as they relate to billing, and maintain training programs to increase awareness of regulations + Ensures the initiation of and update for service agreements on all practice equipment as needed, according to preventive maintenance and other maintenance schedules + Meets regularly with senior executive leadership to discuss goals, initiatives and progress + Creates a work environment that fosters teamwork, cooperation, innovation, open communication and respect + Identifies appropriate internal controls for UTMB practice areas + Leads, directs, and/or supports positive patient and family relations + Demonstrates a high level of productivity and dependability + Provides leadership and promotes team work within the UTMB Health Practices + Mentors managers and staff, and actively promotes the professional development of practice managers, staff, and self + Performs related duties as requested by the Senior VP, Health System Ambulatory Operations and Surgical Services **Minimum Qualifications:** + Master’s degree in Business Administration, Health Care Administration, Nursing or related healthcare field + Five (5) years of appropriate mix of both clinical and business experience **Preferred Qualifications:** + Primary Care, Pediatric Primary Care and/or Psychiatry operations experience + 10 years of experience as a healthcare leader + Knowledge and expertise with multi-specialty group practice, preferably in teaching and research environments + Demonstrates strategic-level leadership in circumstances of organizational transition in large, complex organizations with diverse people, multiple constituencies and political realities + Demonstrated senior-level leadership in large, academic health system with multiple component pieces and a tri-partied mission of education, research and patient care + Interpersonal skills **Equal Employment Opportunity:** UTMB Health strives to provide equal opportunity employment without regard to race, color, religion, age, national origin, sex, gender, sexual orientation, gender identity/expression, genetic information, disability, veteran status, or any other basis protected by institutional policy or by federal, state or local laws unless such distinction is required by law.
