Summary The purpose of this position is to serve as the Director of Operations within the Office of Under Secretary Domestic Finance (DF), Treasury Departmental Offices. The incumbent will be responsible for leading and coordinating necessary and sensitive decisions to ensure that a robust, transparent, and collaborative strategic operations and budgeting process is in place for DF. Responsibilities As a Director of Operations, you will: Lead development of DF management strategy, ensuring consistency with broader DF, Treasury, and USG goals and mandates. Develop, administer, and manage the resources and support functions necessary to implement the Under Secretary's strategic management agenda. The management services provided by the Director include, but are not limited to, resource planning, budget development and execution, staffing, employee engagement, logistics and facilities management, procurement, training, travel, and emergency preparedness coordination. Oversee the formulation and execution of DF's budget, based on the direction and recommendations by the Under Secretary and Assistant Secretaries, and in coordination with the Management Office within the Department of the Treasury, Office of Management and Budget, and other agencies involved in the budget process. The incumbent advises and briefs the Under Secretary and Assistant Secretaries and other senior DF officials on DF budgetary matters. The incumbent manages and provides input into the process for preparing DF's submission to the Secretary of the Treasury for the President's budget request. Requirements Conditions of Employment Key Requirements: Must be U.S. Citizen or U.S. National. A one-year probationary period may be required. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Specialized experience for the GS-15 equivalent: An applicant must have one year of specialized experience equivalent to at least the GS-14 in the Federal service. Specialized experience is experience directly related to the position to be filled which has equipped the candidate with particular knowledge, skills, and abilities to successfully perform the duties of the position. Successful experience can be gained in the Federal service or its equivalent in state or local government or private sector organizations. Applicants must have all the following specialized experiences to minimally qualify for the position: - Experience developing, communicating and implementing the strategy, vision and direction of an organization. AND - Experience developing workplans and budgets for federal programs. AND - Experience providing advice and direction to a senior manager for operational programs and the development of policies and strategic planning for a variety of management activities across an organization. AND - Experience managing an organization's resources to include budget, personnel and facilities. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
