Director of Operations - Western Region

Job Summary

The Director of Operations, Western Region, will be responsible in providing senior-level, regional management and oversight of a P&L of +$15M of General Contracting in construction services to the Federal Government at military installations.  The Director will oversee all aspects of Strategic (Growth), Operational (Customers), and Organizational (People) activities within their accounts with keen focus on data-driven, decision making. This pivotal role involves developing and implementing strategies to efficiently deliver construction projects to government agencies while ensuring compliance with regulations and contractual requirements.

Essential Duties and Responsibilities

Manage Growth Strategy: Support Business Development in increasing Engineering Business Unit (Construction) market share, up-sell and cross-sell activities on existing business and increase self-performance on existing business Review and approve RFPs. This is a newly created position with the initial focus on business development in the region. Manage Service Strategy: Oversee the entire contract lifecycle from startup to full operating capability. Deliver a service that’s high quality, in compliance with safety standards, and in compliance with the contract. Utilize data analytics to inform decision-making processes related to proposal development, negotiation, execution, and compliance. Manage Data-Driven Strategy: Develop and execute operational strategies driven by data insights, leveraging analytics to identify opportunities for improvement and optimize performance. Support KPI targets for the Business Unit, including revenue/margin, utilization, growth, and safety. Manage People Strategy: Nurture employee growth and culture with structured processes. Support HR in building a robust end-to-end Hire-To-Retire (H2R) process. Conduct jobsite visits and inspections as needed; implement corrective actions if necessary. Directs alliance and/or company-contractor relationships including the implementation of the Alliance or Business Partner Plan, Structure, and Issue Resolution System. Monitor overall jobsite and contract performance. Provide contract support and interpretation to regional and project managers. Negotiate contract modifications with government personnel. Review jobsite monthly reports; evaluate performance and compliance.

Ability to establish and maintain effective working relationships at all levels of the organization. Ability to work in a fast-paced environment while attending to multiple tasks and demands In-depth understanding of government contracting processes, regulations (such as FAR, DFARS), and compliance requirements. Ability to handle sensitive and confidential matters. Ability to work independently and recommend solutions to problems. Knowledge of Microsoft Word, Excel, Access, PowerPoint and Projects. Advanced communication and interpersonal skills, with the ability to effectively interact with stakeholders at all levels, both internally and externally. Strategic mindset with the ability to develop and implement operational strategies driven by data analytics that drive business growth and success. Meticulous attention to detail and a commitment to ensuring accuracy and compliance in all operational activities, informed by data analysis. Must pass OSHA 10 hour safety course.
