Description
The Director of Performance Improvement leads a team of five Performance Improvement specialists who drive process improvement in City government by leading improvement projects in collaboration with City departments and training City staff on Lean strategies. Ultimately, the team’s work improves City services for residents, businesses, and internal government operations and is a critical component of the Mayor’s strategy to enhance quality of life and grow the City.
The Director of Performance Improvement is expected to provide both strategic vision and technical support for the team. The Director will develop and implement the team’s strategy, prioritize the team’s efforts and advise on projects to pursue, and support process improvement across the City. The Director is also expected to support the team’s analytical, research, and evaluation work; advise on application of Lean principles or techniques; directly lead selected improvement projects; and ensure the Lean team operates to a high standard for quality and timely progress.
The ideal candidate will bring extensive experience with data-driven process improvements in a government context; be able to think strategically and prioritize, while also getting into the details of processes as needed; be able to navigate and drive progress in a complex organizational environment; and finally have exceptional emotional intelligence, communication skills, and leadership ability to grow a team with a strong culture.
Examples of Duties
+ Develop and communicate the continuous improvement vision , goals, and strategic direction aligned with Mayor priorities.
+ Serve as a trusted advisor to leadership within the OCFO and other Departments across the City in continuous improvement and change management efforts.
+ Liaise with external partners and resources to glean applicable resources and practices to enhance City of Detroit continuous improvement practices and represent the City of Detroit’s Performance Improvement Department and efforts externally.
+ Lead a selective number of process improvement/redesign projects across functions and departments.
+ Coach a selective number of Green Belt and/or Black Belt candidates directly.
+ Manage recruiting, hiring, onboarding, training, developing, support, offboarding for management, supervisory, and nonsupervisory positions ; support management with selections for supervisor and professional level positions.
+ Conduct regular check-ins and performance reviews with subordinates, providing an opportunity to give and receive feedback on a regular basis.
+ Manage Continuous Improvement Department budget and talent resources.
+ Manage the portfolio of process improvement work across the team and the City, scope improvement projects from Department and City executives, as well as measure and manage Performance Improvement Department capacity to distribute workload.
+ Develop and maintain performance measures for coaching and direct improvement projects.
+ Systematize, standardize, and templatize staff policies, training tools and expected process improvement deliverable templates, including SOPs and work instructions as needed, to provide the same baseline to staff and be able to replicate team best practices across projects. Consulting specialists on training needs as needed .
+ Lead implementation of new tools and systems among the team, Green Belts, and Black Belts.
+ Grow relationships with City leadership to understand their internal department needs and the needs that they hear directly from residents, to identify opportunities to provide the most helpful support.
Minimum Qualifications
Qualifications (required):
+ Bachelor's degree from an accredited college or university, with major course of work in business administration, public administration, public policy, economics, finance, accounting, urban studies, information technology, or a closely related field. Master's degree, preferred.
+ Minimum of five (5) years experience is required to include at least four (4) years of professional experience in process optimization, operations, or c ontinual improvement process of financial and operational data and/or systems AND one (1) year experience in a supervisory capacity over professional level staff.
+ Lean Six Sigma Black Belt certification with extensive enterprise project experience .
+ Advanced knowledge of Excel, Tableau, Smartsheet, Minitab, R.

RETIREMENT BENEFITS
City Employees Retirement System
As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:
• Completion of thirty (30) years of service;
- At age sixty (60) if you have at least ten (10) years of service, or
- At age sixty-five (65) with eight (8) years of service.
