Job Description: **Job Title: Director of Proposal Management** **Department: Business Development** ** Reports To: Chief Strategy Officer** **Location: **Corporate Office (Ashburn, VA)** ** **Director of Proposal Management As a senior member of the FCi Federal team reporting to the Chief Strategy Officer, the Director of Proposal Management is responsible for leading FCi Federal’s proposal efforts, with an emphasis on the largest and most complex proposals. This individual will operate in a leadership role, partnering with internal and external capture, pricing, and operations teams, to manage the development of compliant, compelling, competitive, and winning proposals. This individual is expected to have both broad and specific knowledge across federal, business, financial, contractual, personnel, project, proposal management, and document development domains to successfully manage high quality, compliant proposals. * Leads the proposal development process through the entire life cycle, to include creative development of proposal strategies, win themes, structure, approaches, and plans * Manages matrixed proposal team members comprising capture, pricing, operations, and corporate shared services personnel across internal and external organizations and resources * Contributes to the development and continuous improvement of proposal development resources, processes, tools, and templates * Manages the proposal team effectively to the bid and proposal budget * Interprets solicitation requirements or source selection regulations and proposal response strategy and approaches on individual opportunities * Assesses the solicitation, response timeframe, capture maturity, teammates, and other proposal elements to determine the appropriate proposal resources, processes, facilities, and schedule to meet customer and internal proposal requirements * Decomposes and translates RFP requirements into a compliance matrix, annotated proposal outline, and content plans * Works with the Capture Manager to develop the win strategy, themes, discriminators, source content, graphic concepts, and other writer guidance * Translates the annotated proposal outline into an executable proposal plan that is designed to deliver a compliant, winning proposal on-time * Establishes, communicates, and manages the proposal development and production schedule; maintaining and publishing to the proposal team an updated schedule as adjustments are made * Facilitates the use of various proposal tools, work products, and techniques to direct the proposal team to write a proposal that fully executes the Capture Manager’s win strategy * Leads proposal phases, activities, and milestones * Reviews the proposal daily and works with writers to achieve their respective content plans on-time; identifies struggling writers and mentors them by implementing correction action plans with specified deadlines; and makes appropriate decisions regarding the need to replace struggling writers if corrective actions are not made within the deadlines specified * Conducts milestone readiness reviews to assess proposal readiness for color team reviews, adjusting the proposal development schedule accordingly to accommodate corrective actions * Sets color team review goals and objectives; trains color team reviewers to participate in reviews; deconflicts color team reviewer feedback; determines disposition of color team reviewer comments; develops the color team recovery plan; and executes the color team recovery plan on-time to meet approved recovery plan * Conducts writer training and working sessions, to include content refinement to achieve proposal compliance and alignment with proposal themes and messaging * Serves as volume lead, proposal writer, color team or peer reviewer, or other proposal roles as required * Writes and edits content (acting as writer and editor) * Performs operational staff management, including scoping and monitoring proposal efforts, setting priorities, and aligning resources * Manages on a matrix basis the pricing, estimating, and operational resources responsible for developing the cost volume, basis of estimates (BOE), work breakdown structure (WBS), organizational breakdown structure (OBS), project schedules, risk assessments, and other program-related plans and deliverables * Develops and conducts proposal development training courses under the direction of the Chief Strategy Officer * Mentors employees in proposal management, development, and publications best practices * Serves as color team lead and peer reviewer * Provides “troubled proposal” recovery support, as required * Contributes to development, implementation, and continuous improvement of best practice processes, supporting tools, templates, and artifacts, and knowledge management platform * Supports the Capture Manager and capture management activities during pre-solicitation release phases * Manages orals proposal development resources, processes, and deliverables, if required * Supports content development of corporate plans, templates, and other documents * Must be able to work often unpredictable schedules, including overtime, evenings, and weekends; and often over holidays * Ability to travel as needed **Experience and Education: * Bachelor’s Degree desired * Minimum of 10 years in proposal management, proposal development, and the direct management of proposal operational organizations * Formal proposal management and project management training and education * Technical writing and editing, including editorial practice and standards * Document/graphic design and development standards * Industry-wide best practices in proposal management * Advanced knowledge of Microsoft Office and SharePoint. **Physical Requirements:** While performing the duties of this job, the employee is occasionally required to stand;
