Job Overview

Georgetown is seeking a Director of Strategic Sourcing to build and lead the category management and strategic sourcing team for goods and services, construction, and facilities management.

Work Interactions

The Director of Strategic Sourcing will report to the Chief Procurement Officer, and oversee the Category Managers and Supplier Manager. The Director will engage directly with department heads and leaders in the Office of the Chief Financial Officer; Planning & Facilities Management, Office of General Counsel, University Information Systems, Office of Government Relations & Community Engagement, all Campuses (Main, Medical, Law, University Services)

The Director is expected to lead the category management and strategic sourcing team responsible for:

Leading the supplier selection process in collaboration with University academic and administrative units, including the improvement and management of RFx activities.Negotiating favorable terms, volume discounts, and long-term contracts with suppliers/subcontractors for the procurement of goods and services to meet desired outcomes, while maintaining integrity and ethical relationships.Managing master agreement supplier performance and relationships and serving as the escalation point for supplier performance issues.Generating and tracking annual savings through the effective execution of pricing and incentive strategies.Developing tools/strategies to enhance user experience and purchasing power, i.e., punch-outs, catalogs, and direct purchase platforms.Developing and supporting procurement process and ERP training, as required.Maintaining and effectively communicating the complete list of strategic partnerships, emphasizing those with which the University has a Master Agreement and/or arrangements beneficial to the University.Providing expertise and advice on the supplier selection process, preferred suppliers, and the overall procurement process.

The Director is responsible for:

Directing the functions of the category management and strategic sourcing teams.Setting departmental goals aligned with Procurement, OCFO, and university strategies.Identifying key goods and services categories through spend analysis and management.Analyzing University and industry spend data and trends to develop and implement category, sourcing, and vendor strategies for key categories.Utilizing various key performance indicators, forecasts, variances, other pertinent metrics, and reporting tools to evaluate supplier and initiative performance.Supporting the development and implementation of strategic initiatives and process improvements while ensuring compliance.Overseeing the growth, adoption, and sustainment of the University’s Supplier Diversity Program.Ensuring partnerships and master agreements are compliant with all pertinent policies and regulations.Reviewing sole/single-source justifications and approving requests based on competitive bidding requirements.Mentoring Strategic Sourcing colleagues, providing regular ongoing feedback and performance reviews, and helping project teams resolve multi-faceted issues.Building a culture of customer service and responsiveness.Advising University stakeholders and leadership on opportunities to reduce costs and the ability to deliver sourcing engagements to enhance value.Creating effective processes for routinely informing leadership about project status, workload, constraints, and pipeline prioritization.Reviewing and improving policies, processes, and technology supporting the group’s services.Regularly engaging with Schools and Departments to convey policies, confirm requests, advise on anticipated requirements, and foster better communication and improvement of service.Performing other duties and projects as assigned by the Chief Procurement Officer.

Requirements and Qualifications

Bachelor’s degree in Supply Chain Management or related field from an accredited college or universityFive to ten (5-10) years of related experience in the procurement of goods and services and the award and administration of large complex contracts, inclusive of five (5) years of managerial experience.Strong background in Procurement, either in Category Management or Strategic Sourcing, with a complete understanding of the end-to-end Procurement ProcessAbility to lead people and meetings and to work effectively with non-procurement groups to achieve business objectives and mitigate risks relating to goods and services delaysAbility to get to the root cause of problems quickly and find ways to resolve them either individually, within a team, and/or across disciplines.Strong analytical skills relating to bid evaluations and analysis using competitive pricing, market research, and historical pricing to determine price reasonableness.Proficiency in standard Microsoft Office products, virtual collaboration platform and ERP systems (i.e. Zoom, Workday, Cognos, etc.)

Pay Range:

The projected salary or hourly pay range for this position which represents the full range of anticipated compensation is:

$80,429.00 - $157,238.93

Compensation is determined by a number of factors including, but not limited to, the candidate’s individual qualifications, experience, education, skills, and certifications, as well as the University’s business needs and external factors.
