In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. The new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024. _***_ Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) _(Within Minnesota or neighboring states only;_ _telework is not allowed in other states_ _) and flexible hours options are available_ _.***_ In partnership with the Director of Foster Care and Permanency, the Director of Training and Prevention, Child Safety and Permanency Administration, provides managerial oversight and strategic direction to the Administration’s areas of Child Welfare Training Academy, prevention and kinship navigator provisions of portions of the federal Family First Prevention Services Act, child protection and safety, the Minnesota African American Family Preservation and Child Welfare Disproportionality Act and the Minnesota Indian Families Preservation Act, and community engagement operations. The Director initiates and implements public policy in these areas through a Whole Family Systems and equity lens, and the integration of activities associated with the Administration’s senior management, including cross-administration planning and program coordination to ensure that the work of its staff aligns across Child Safety and Permanency (CSP) and meets stated goals. This position facilitates the resolution of issues, and manages and leads operational activities that cross division, administration, and agency boundaries. In partnership with the Director of Foster Care and Permanency, this position will ensure representation for all areas in agency-wide policy and administrative activities, with a priority on implementation of applicable state and federal legislation and policy impacting the areas overseen by the Director, including but not limited to prevention and kinship navigator provisions of the Family First Prevention Services Act (FFPSA) and the Minnesota African American Family Preservation and Child Welfare Disproportionality Act, and a focus on the transformation of the Child Safety and Permanency Administration. _Responsibilities include:_ + _Represent Child Safety and Permanency and the Child Safety and Permanency Assistant Commissioner across the agency and with county and Tribal agency partners and external groups._ + _Manage and lead the areas of Prevention, Child Safety and Family Preservation, Child Welfare Training Academy, Operations, Continuous Quality Improvement._ + _Develop policies, plans and management directives for the identified program areas in Child Safety and Permanency to achieve improved outcomes for children and families served by CSP programs and simplify and streamline program requirements for recipients and external partners._ + Provideleadershiponkeyinitiativesand the implementation of state and federal legislation and policy impacting the areas overseen by the Director,beginningwith Minnesota African American Family Preservation and Child Welfare Disproportionality Act (MAAFPCWDA) and the prevention and kinship navigator program provisions of the Family First Prevention Services Act (FFPSA) implementation. + _Provide direction to CSP division leadership and staff to address and facilitate the resolution of issues and roadblocks, including those that cross divisions, administration and agency boundaries._ **Minimum Qualifications** **_**To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.**_** Managerial experience AND Three (3) years of public policy and administration experience managing programs, including strategic planning, and directing the work of staff in the areas of child safety, prevention, training, and implementation of federal and state laws.
