Job Description
SUMMARY:
Reporting to the Associate Vice President and Dean of Students, the Director of University Health Services leads the strategic vision for student health care, pharmaceutical services, immunization compliance and reporting, and campus-wide health promotion initiatives. The Director oversees preventative and illness-based medical services and daily operations of the Student Health Center assuring timely and quality health care in accordance with national standards of care and professional legal/ethical guidelines. The Director supervises clinical and professional staff, and contracts with a consulting physician for treatment and referral as necessary. This position serves as the University’s clinical lead for public health response during emergencies, pandemic and disaster situations, and oversees communicable disease testing and surveillance efforts, interprets relevant federal, state and local laws and directives and applies interpretation to health care practices. The Director develops and implements policies, procedures and systems, designed to support the health and wellbeing of students and the broader campus community.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
Lead the development, implementation, evaluation and assessment of health services and educational programs that foster the safety and wellbeing of the student body. Establish and monitor yearly unit goals and objectives.
Develop, implement and regularly update health center policies, standard operating procedures and staff performance standards.
Provide direct supervision and management of the professional, nursing, and administrative staff and temporary nurses with the assistance of the Assistant Director.
Recruit, hire, train, schedule/assign, evaluate and recommend reappointments, and oversee promotions and disciplinary actions for department staff.
Ensure compliance with continuing education requirements, and professional development opportunities for staff. Initiate, direct and review quality assurance and peer review protocols and procedures for clinical performance and standards.
Provide training and professional development opportunities for practicum and intern students.
Oversee the provision of routine and emergency medical services and makes appropriate referrals to students presenting with a wide range of physical conditions and concerns. Supervises clinical staff in the assessment and diagnoses of specific medical conditions. Carries an active caseload and provides direct clinical care.
Develop procedures for the immediate treatment of injuries and other health emergencies in the office during regular business hours and on a rotating on-call basis after normal business hours. Maintain professional relationships with community health providers in order to establish an off-campus referral base for students, requiring specialized or long-term treatment.
Collaborate with the University Sexual Assault Response Team, monitor the roles and responsibilities of SANE responders and that of the department and provide student victim support and medical examination services in compliance with protocols.
Determine medical interventions and procedures for public health incidents in conjunction with local and state health departments and institutional leadership. Monitor public health incident response and provide updates and outcomes to appropriate campus administrators and public information representatives.
Serve as the medical advisor for MSU Emergency Management Services/University Police for emergency and disaster response and recovery needs. Serve as Medical Director/Manager of MSU Point of Distribution site for mass prophylaxis during a public health, bioterrorism or disaster incident.
Oversee fulfillment of HIPAA, immunization and other compliance obligations. Monitor changes in state and federal regulations; revise forms as necessary; initiate student notification procedures, supervise database and record management; develop state statistical reports; monitor vaccine availability on and off site; and coordinate with appropriate university departments.
Manage Health Center facilities and equipment and submit requests for repair and upkeep, as needed.
Represent the University and Health Center at campus events, appointed college-wide committees, and at local, state and national meetings, events and appointed committees. Serve as the medical liaison of the University for local, state and federal health agencies.
Administer the student health record/file repository/database and oversee storage, archiving and destruction of records in accordance with ethical and legal requirements.
Develop and administer budgets, monitors health center expenditures. Oversee billing for services under student health insurance plan. Procure and administer contracts for goods and services and seek grants and other funding opportunities for special initiatives.
Perform other related duties as assigned.

QUALIFICATIONS:
REQUIRED:
DNP, PhD or MSN from an accredited college or university in nursing or medicine.
Minimum five (5) years of professional work experience in a health center or related clinical setting.
Current licensure in New Jersey or ability to obtain NJ licensure within six months of hire.
Well-developed knowledge base and ability to assess/intervene with medical concerns, especially those of young adults.
Strong ability to build collegial relationships within the University and surrounding community.
PREFERRED:
Clinical and professional staff supervisory experience.
