Head of Sourcing & Procurement, Malaysia
The Head of Sourcing & Procurement (S&P) will lead, manage and direct the strategic sourcing and vendor management processes for the country to achieve company, country and account goals. This includes project assessment, strategy development, vendor evaluation and negotiation of terms to meet quality, cost, performance, and vendor diversity targets.
This individual will lead the S&P teams in country to develop sourcing strategies, vendor communications, request for proposals (and related due diligence), cost analytics, category strategies, supply market analysis, deal strategy, pricing strategy, deal negotiations (contract terms and conditions, scopes of work, pricing, service levels, etc.), contract development, and contract administration. There’s a need to have the ability to navigate through an RFP process/documentation and extract key requirements and develop sourcing and solution strategies with JLL preferred partners and other partners.
The individual will oversee the S&P teams in the country, and will be accountable for effectively managing, mentoring and developing a team of world-class S&P associates. The Head of Sourcing & Procurement will be a key stakeholder and decision-maker for all related sourcing and procurement projects.
Responsibilities:
Architect and spearhead transformative strategies for the Strategic Sourcing & Procurement (S&P) function, encompassing advanced sourcing methodologies, innovative contract management, enterprise-wide risk mitigation, and next-generation vendor partnerships.
Provide visionary leadership and executive oversight for the S&P function across the country, aligning procurement initiatives with overarching business objectives.
Cultivate high-level stakeholder relationships and drive executive buy-in for strategic sourcing initiatives. i.e. sourcing plans, benchmarking tool, digitalisation of commodity purchases, supplier relationship programme, localising regional programmes and executing it in Malaysia etc….
Serve as the strategic decision-maker for the Procurement function, handling high-stakes negotiations with vendors and incumbent/prospective clients and critical escalations.
Conceptualise and champion large-scale cost optimization initiatives and standardization programs, leveraging cross-functional synergies and fostering collaboration across all local accounts.
Lead and manage the acquisition of new clients and retention of incumbent clients from a procurement perspective across various local and fortune 500 industries including clients from banking, technology, manufacturing, government, and telecommunications etc..
Collaborate closely with Sales, Solutions, and Pricing teams to develop and deliver comprehensive responses to client RFPs for Corporate Real Estate Services (CRES).
Design and execute sophisticated, multi-faceted sourcing strategies that drive long-term saving glidepaths. Cultivate and nurture strategic vendor partnerships to achieve world-class performance and competitive advantage.
Build out the vendor management programme, ensuring superior performance across the country and associated accounts/clients through data-driven metrics and continuous improvement methodologies.
Provide executive-level guidance in resolving complex vendor challenges. Implement cutting-edge vendor management frameworks and performance analytics to drive accountability and excellence.
Spearhead and lead strategic pricing negotiations for new business acquisitions and high-value contract renewals, maximizing value and minimizing risk exposure.
Assume ultimate responsibility for sourcing compliance and control mechanisms across the country. Proactively identify areas for enhancement and drive transformational improvements.
Mentor and develop the S&P team, fostering a culture of innovation, continuous learning, and professional growth.
Ensure unwavering adherence to JLL and client policies, with a particular focus on ethical business practices and corporate governance standards.
CANDIDATE SPECIFICATION: KEY SELECTION CRITERIA
Qualification
Degree in Business, Finance, Supply Chain or Procurement
Chartered Institute of Purchasing and Supply qualified (MCIPS) level 4-6
Ideal Experience
Excellent Inter-personal skills, Organization skills, Proven ability to lead teams in decentralized environment.
Excellent communication skills – oral and written. (local language is a must)
Strong Analytical and Excel skills is a must (able to use formulas, xlookup, pivots, get data etc…)
Min 10 years of professional knowledge of procurement principals and approach.
Proven track record of Procurement transformation and improving processes.
5+ years of supervisory experience
