General Summary:

The Director of Project Controls has expertise in the transit industry to lead our project controls team and ensures the successful delivery of transit projects. Has a background in project controls specific to the transit sector and a proven track record of managing complex design and construction projects within the industry. Demonstrates experience in ensuring that projects are controlled effectively through technology and process optimization, while managing multiple aspects of project performance and leading a team.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Develop and implement a Project Controls Plan tailored to the unique requirements of transit projects, including scheduling, estimating, cost control, change and risk management.Drive continuous improvement in project controls processed by implementing industry best practices and innovative solutions.Ensure effective communication and coordination with transit authorities, stakeholders, and partners to maintain alignment and transparency throughout project lifecycles.Provide comprehensive reports and insights on project status, risks, and opportunities to senior management.Foster a collaborative environment and ensure team members are well-trained and equipped to perform their roles.Collaborate closely with transit project managers to align project controls with the strategic goals and objectives of transit initiatives.Identify, assess, and mitigate transit-specific risks associated with project execution, such as regulatory compliance, stakeholder engagement, and operational challenges.Monitor and evaluate project performance against transit specific KPIs and benchmarks, recommending strategic adjustments as needed to optimize project outcomes.Lead the project controls team in creating and maintaining detailed project plans, schedules, and cost estimates for transit infrastructure projects.Lead the project controls team in analyzing project data and performance metrics ensuring that the Project Management Information System (PMIS) is effectively capturing and reporting project data.Oversee the implementation of specialized project controls tools and software relevant to transit project management to enhance efficiency and accuracy.Perform audits to ensure quality of the functions.Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

Bachelor’s degree from an accredited college or university in Engineering, Construction Management, Business Administration or related field.Five (5) years of experience in project controls and PMIS management, within the transit industry, with experience successfully delivering transit projects on time, within budget, and in compliance with industry requirements, to include experience supervising a professional staff.Certification in program management (PgMP, MSP, or other) is desirable.Certification in project management (PMP) is desirable.High Proficiency of PC software applications to include Microsoft Office or other related software applications.High proficiency in project management software and tools relevant to transit projects, such as Primavera P6, Oracle Unifier, or similar.Proficiency in software applications such as Trapeze, Lawson, Ripplestone, and Tableau.Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.Analytical and creative skills to find solutions to complex interpersonal, technical and administrative problems.Available to work all shifts and locations as assigned or directed.In-depth knowledge of transit project management processes, regulations, and industry standards.Knowledge of transit-specific project management certifications are advantageous.Thorough understanding of project accounting and accrual collection.Ability to travel and/or visit project sites.Attention to detail.Ability to interpret complex transit project data and metrics effectively.Ability to be dedicated to meeting the expectations and requirements of internal and external customers; acts with customers in mind; establishes and maintains effective relationships with customers and gains their trust and respect.Ability to blend people into teams when needed. WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
