The Interborough Express would provide a transformative new transit connection between Brooklyn and Queens - providing a direct rail link between Sunset Park and Jackson Heights in less than forty minutes - with service projected every 5 minutes during the peak. 19 stations are planned over an existing 14-mile rail corridor. The stations will allow for connections up to 17 subway lines and 50 bus routes.
The Director, Project Management , is primarily responsible for managing the environmental review and entitlements process for the Interborough Express project. This will include managing third party consultant contracts to ensure on time and on budget delivery and submission of environmental documentation ; incorpora ting best practices and lessons learned from other projects; coordinating with federal, state and city agencies; resolving project issues ; and consulting with and providing recommendations to senior management for critical issue resolution.
T he Director, Project Management will also actively participate in the following activities :
Engaging with communities, elected and other stakeholders. This will include developing the project’s outreach strategy, overseeing consultant outreach work, and leading outreach events with the goal of keeping the public well informed of project activities and ensuring meaningful public input into the construction and design of the project.
S ecuring project funding . This will include coordinating with federal agencies, state agencies, and other departments within MTA C&D ; managing outside consultants to ensure submittals and applications to agencies are properly prepared; tracking the funding processes ; reporting to agencies; and responding to audits .
S tanding up Interborough Express operations. This will include developing the c onc e pt of o perations, c oncept of m aintenance, and r ail a ctivation p lan with the goal of delivering a safe, reliable, and fast light rail transit system .
T he Director, Project Management ’s primary responsibilities are enumerated above; h owever, the Interborough Express project will require team members to frequently participate in activities outside of their primary functions and constantly coordinate with team members in different functions – this will be the norm and not the exception .
Responsibilities
The Director, Project Management, monitors project status, mitigates risk, and resolves project issues, consulting with and providing recommendations to senior management for critical issue resolution.
This position coordinates project delivery activities with C&D and operating agency personnel and manages staff, contractors, consultants, and agency forces to safely and efficiently execute capital projects.
The Director, Project Management, is responsible for successfully managing and mentoring staff to deliver complex capital projects.
Coordinate project activities through project close-out.
Monitor project performance against established baselines and pursue opportunities for improved performance.
Identify project issues and risks and ensure timely resolution and mitigation.
Recommend solutions to senior management for the resolution of critical issues.
Manage project activities to minimize the impact on agency operations and the public.
Coordinate activities with the project team, C&D staff, contractors, consultants, MTA operating agency staff, and other stakeholders.
Coordinate with MTA operating agency staff to ensure that necessary actions, approvals, and resources are in place to support project delivery.
Ensure project activities follow established requirements and adhere to all relevant standards, guidelines, codes, regulations, policies, and procedures.
Ensure that safety and quality are an integral part of project operations. Manage preparation and monitor implementation of project plans, quality plans, and work plans. Coordinate with Safety and Quality Management staff. Manage project documentation to ensure quality, completeness, and accuracy.
Manage and monitor progress against project scope, schedule, and budget.
Work collaboratively with Development and Contracts throughout the project life cycle, including developing project scope, requirements, design criteria, and procurement packages, evaluating bids/proposals, negotiating change orders, and completing the contractor/consultant evaluation process.
Review and approve contract invoices and other project charges based on established procedures.
Ensure that expenditures are correctly charged.
Manage comprehensive project document control and retention.
Manage the preparation of reports, presentations, research, and studies.
Manage the presentation of project reporting and coordination of audit/inquiry responses for MTA and external oversight bodies.
Manage staff selection, coaching, training, development, evaluation, and discipline/termination.

Education and Experience
Bachelor’s degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, Planning, or a related field.
Must have a minimum of ten (10) years related experience .
Must have a minimum of five (5) years in the management of transit studies / environmental reviews / programs/projects.
Excellent communication and interpersonal skills.
Demonstrated ability to build relationships and work collaboratively with stakeholders at all organizational levels .
Demonstrated ability to work in a high-profile, high-pressure environment effectively.
Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.

Must possess excellent team building, listening, problem-solving, and prioritization skills.
Proficient computer skills (i.e., Windows environment, Microsoft Office, etc.), and strong business administrative skills (i.e., presentations, report and letter writing, time management, etc.).
