**Job Summary**
A successful candidate will build awareness and understanding of the Charles River Laboratory (CRL) business and promote our contribution to the health and life science/pharmaceutical sector with government, regulatory and policy stakeholders. The goal is to build awareness, understanding and support for the mission of the company and how we create value for key stakeholders. Primary scope of this role is to build relationships with US State and Local Government officials, relevant US state, regional and local level agencies, and those involved with economic development within local communities.
**ESSENTIAL DUTIES AND RESPONSIBILITIES:**
Build Strategic Relationships: (50%)
+ Actively engage and interact with public health, government officials, advocacy, trade associations and NGOs.
+ Leverage relationships with various trades associations to identify economic development opportunities and incentives for new and existing sites.
+ Conduct stakeholder mapping and identify priority stakeholders.
+ Build external partner relationships and provide leadership, strategic and operational support to ensure strong engagement with policy makers, senior decision makers and relevant internal and external stakeholders.
+ Leverage strategic relationships to shape and influence public and health policies related to, environment, R&D, production, international trade, finance and fiscal policies.
+ Promote a supportive policy environment by actively engaging and working collaboratively with external partners and association as well as government.
+ Frequently presenting and conducting effective meetings that support our objectives.
Execute on strategy: (15%)
+ Contribute to the design and lead execution of government and public affairs strategies, working closely with the US State and Local government.
+ Create strategic partnerships with US State and Local government officials to shape and influence policies designed to help CRL continue business operations.
+ Ability to effectively communicate and advocate on behalf of CRL to execute on the overall strategy.
Analysis & Trends: (10%)
+ Stay on top of changing political dynamics and government policies, identify emerging external challenges and opportunities.
+ Perform legislative and regulatory analysis for a wide range of policy and political matters.
+ Be able to read and interpret legislative proposals and policies and identify any threats to our ability to operate as a company.
+ Stay ahead of current and future political and policy trends while developing and communicating policy positions that support company goals
Internal Partnerships: (10%)
+ Build relationship with internal stakeholders to listen, understand needs that contribute towards an effective government relations strategy that support the business.
+ Collaborate and partner with internal business partners (ie: Public Relations, Corporate Communications, Legal, Procurement, etc) and site leaders on site-specific risks, and remediation plan to solve or address concerns.
Project & Vendor Management: (15%)
+ Leverage outside agency support to support strategy and accomplish objectives.
+ Responsible for keeping relationships warm, actively convey our priorities, and leverage their resources for appropriate lobbying efforts.
+ Manage and consult on budgets related to trades associations in partnership with SVP Corporate and External Affairs.

**Job Qualifications**
**MINIMUM QUALIFICATIONS:**
+ Education: Bachelor's degree required.
+ Experience: 10+ years of experience in government relations, public affairs, government service or related position in an agency or large publicly traded company.
+ Familiarity with pre-clinical, clinical and commercial manufacturing drug development process is a plus.
+ An equivalent combination of education and experience may be accepted as a satisfactory substitute for the specific education and experience listed above.
+ Other: Strong written and verbal communication skills, proficient understanding of the US State and Local legislative process, ability to work through ambiguity while still driving results, strong attention to details.
**PREFERRED QUALIFICATIONS:**
+ MBA preferred.
**WORKPLACE REQUIREMENTS:**
+ This position may be remote based and will require regular interaction with internal stakeholders, external partners and government or agency representatives.
+ US location required
+ Travel 10-30% based on need.
Compensation Data
The pay range for this position is $135,000/yr. - $155,000/yr. Please note that salaries may vary within the range based on factors including, but not limited to, experience, skills, education, certifications, and location.

**About Corporate Functions**
The Corporate Functions provide operational support across Charles River in areas such as Human Resources, Finance, IT, Legal, Sales, Quality Assurance, Marketing, and Corporate Development. They partner with their colleagues across the company to develop and drive strategies and to set global standards. The functions are essential to providing a bridge between strategic vision and operational readiness, to ensure ongoing functional innovation and capability improvement.
