Director Voluntary Service
Summary The position serves as the Dirctor of the Voluntary Service Office, an independent service aligned under the Chief Communications Officer in the Velerans Health Administration (VHA). Responsibilities Note: This is a DETAIL/TEMPORARY appointment (not to exceed 120 days). Supervisor approval is required and you will return to you position at the conclusion of the detail/temporary assignment. This announcement will close on 10/24/2024. Duties Incumbent serves as a member of the VACO General Post Fund Review Committee which reviews and approves the distribution of available resources to the field facilities. Provides program and technical support to Central Office, regional offices and medical center directors to maintain a high level of program activity. Supervises research and special projects directed towards utilizing information and data from the system to maintain and expand the program. Develops, coordinates and evaluates the training program required to operate the program successfully. Identifies the training needs and develops appropriate training experiences; and determines to what extent training improves performance. Develops guidelines and resource material to support institutionalizing methods in which VA can receive and act on VSO resolutions and other Issues in an expeditious and organized fashion. Serves as the principal representative, staff advisor and points of contact with Veterans Service Officers (VSOs) for the Under Secretary for Health. Develops, administers and coordinates a variety of organizational and operational issues that impact the work of the Voluntary Service Office. Develops guidelines and resource material to support institutionalizing methods in which VA can receive and act on VSO resolutions and other Issues in an expeditious and organized fashion. Serves as a member of the VA Central Office (VACO) General Post Fund Review Committee, which reviews and approves the distribution of available resources to the field facilities. Provides program and technical support to VACO, regional offices and medical center directors to maintain a high level of program activity. Other duties as assigned. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/24/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: GS-15 Specialized Experience Requirement: One year of specialized experience at a level of difficulty and responsibility equivalent to the next lower grade level GS-14 in the Federal service. In order to meet the minimum qualifications for GS-15, you must meet 3 of 5 of the following examples of specialized experience. Develop policies, procedures and modernization of volunteer program Provide technical assitance to field offices Enhance volunteer roles within VA Oversee and direct development of data and prepare position papers to support volunteer programs Assign and review work, approve leave requests and evaluate performance of subordinate staff work Preferred Expereince: Preferred expereince will be used to identify highly qualified appplicants. No applicant will be deem ineligible for lacking preferred experience. Coordination and management, guidance, planning and modernization of large scale Voluntary Service program. You will be rated on the following Competencies for this position: Decision Making Interpersonal Skills Teamwork Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
