Disaster Management Compliance Coordinator - Hybrid (Puerto Rico)

ICF’s Disaster Management team seeks a Compliance Coordinator to support Disaster Recovery efforts in Puerto Rico. This position is hybrid (home, office, and on site) full-time position located in Puerto Rico. 

Respondents must have dependable transportation to travel to subrecipient sites for monitoring visits/meetings throughout the island. 

Salary Band Range for this opportunity:  While the range below is broader, this position will offer a base salary in the mid 40’s.  No additional compensation for higher degree or experience.  

Role and Responsibilities:

•    Identify and confirm the Subrecipients’ Points of contact through the COR3 Project Managers.
•    Perform Subrecipient Monitoring to ensure Compliance with subrecipient policies, local laws, federal regulations and program requirements.
•    Ensure proper documentation is obtained and retained in compliance with local, state, and federal policies and laws.
•    Ensure that costs presented by Subrecipients comply with local, state, and federal policy and regulation.
•    Identify corrective actions to ensure compliance with programmatic guidelines to minimize or reduce continued monitoring.
•    Review of all Subrecipient documentation uploaded within the COR3 system of record(s). This documentation includes, but is not limited to: Subaward Agreements, Risk Assessment, Single Audits, Quarterly Reports, Selected Project procurement, contract, expense and supporting documentation.
•    Preparation, notification and coordination of visit(s), request(s) for documentation, Compliance Questionnaire, and timeline for onsite visit(s) and review.
•    Analyze collected documentation received from the Subrecipient to ensure alignment with programmatic guideline.
•    Prepare and Finalize the Site Visit Checklist, Site Visit Testing Tool, Site Visit Final Report, Compliance Action Plan and other client deliverables.
•    Ensure all required compliance documentation is uploaded into the appropriate COR3 system of record utilizing the naming conventions established in the SOP.
•    Identify areas of technical assistance to provide to the subrecipient by the appropriate COR3 division.
•    Conduct the onsite Monitoring Meeting to discuss observations, identify and obtain documentation required to conduct and conclude compliance testing.
•    Receive, review, and evaluate the Subrecipient Corrective Action Plan.
•    Utilize the client system of record to document outreach, visits, meetings, challenges, and proposed solutions.  Ensure tracking report is updated daily to ensure visibility by manager and client of the current status of all site visits in process.
•    Support compliance efforts related to RFR proof of payment compliance, internal VAYGos, and/or RFA or RFCA Noncompliance.

MUST HAVE Qualifications:
•    2+ years of experience in Grants Management (preferably FEMA Public Assistance).
•    1+ years of experience in COR3 Grants Management.
•    2+ years of experience with MS Office (Word, Excel, Outlook, PowerPoint).
•    1+ years of experience with DRS and/or Grants Portal.
•    Ability to speak, read and write in both Spanish and English.
•    Able and willing to travel for program needs as directed. 

    
Preferred Skills: (May give candidates an edge and preference for consideration)
•    Bachelor's Degree in Business Administration, Finance or Accounting.
•    2+ years’ experience in Accounting, Finance and/or Auditing.
•    Prior FEMA Public Assistance experience.

•    Excellent written and verbal communication skills in both English and Spanish.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$36,280.00 - $61,677.00
