Disaster Recovery Regulatory Compliance Officer - Hybrid (Puerto Rico)

ICF’s Disaster Management Division is seeking a Disaster Recovery Regulatory Compliance Officer who will support and monitor local government agencies in Puerto Rico as they manage federal grants for long-term recovery.  This position is Hybrid (home/office/onsite) in Puerto Rico.  

Compensation: While the range below is broader, this position will offer a base salary in the upper 70’s to low 80’s, based upon the % of candidate match to the job requirements, location, etc.  Higher education degree and/or experience will not alter this range. 

The Regulatory Compliance Officer will work onsite with senior ICF staff, subject matter experts, and junior staff to develop and implement policies and procedures for local recovery efforts. The Regulatory Compliance Officer is responsible for ensuring that program activities and contracts follow applicable federal, state, and local regulations. The Regulatory Compliance Officer positions must be acquainted with the PRDOH Program and Crosscutting Policy and the requirements of the Uniform Relocation Act, 2 CFR 200, Section 504, Davis-Bacon Act, Work Hours and Safety Standards Act, Copeland “Anti-Kickback” Act, Fair Housing and Equal Opportunities Standards, Section 3 requirements of the Housing and Urban Development Act of 1968, and Minority/Women-Owned Business Enterprise policies and practices. Responsibilities may also include serving as an expert on policy and regulatory issues, developing written materials, managing staff, providing training and technical assistance, and working directly with the client to provide advisory/consulting services. 

Key Responsibilities:  
•    Monitor program activities and contracts to validate compliance with all PRDOH programs policies, including applicable federal, Commonwealth, and local regulations. Examples of items that maybe monitored: Eligibility of activities and beneficiaries; National Objectives; Tie-back to the Storm; Financial management or procurement; Wage Compliance, Section 3 and M/WBE Quarterly reports, Cross-cutting Federal requirements (i.e. Section 3, URA, Environmental Review, Conflicts of Interest, 2 CFR 200 requirements); Prevention of Duplication of Benefits from other sources; Program policies and procedures; Reporting and recordkeeping; or, any additional requirements established by the client.  
•    Develop work plan and SOPs containing specific tasks to monitor compliance with PRDOH policies, CDBG-DR programs policies, standards, and procedures.  
•    Provide all necessary guidance, technical assistance, and training to internal staff that will help them to enforce compliance with the most current version of PRDOH policies, regulations and standards for CDBG-DR programs.  
•    Prepare all necessary program wide documentation and reports to the client to communicate ICF’s program compliance and the status of any compliance issues.  
•    Provide documents requested from PRDOH monitors and auditors. 
•    Ensure internal SOPs are kept up to date with the latest PRDOH policies and regulations
•    Maintain awareness and knowledge of most recent federal and local compliance requirements that may apply to the client’s CDBG-DR programs.  
•    Provide guidance and recommend actions to the client to handle changes and risks associated with changes in policies and regulations

MUST HAVE Qualifications:  
•    Bachelor’s degree.
•    5+ years of experience working in the regulatory compliance field.  
•    Able and willing to travel (flight/vehicle) for program needs as directed.
•    Able and willing to work limited overtime as necessary.
•    Fully bilingual, English and Spanish, able to read, write, speak both fluently.
•    Current Resident of Puerto Rico.

Professional Skills: (you bring these with you)
•    Knowledge in compliance and monitoring in federally funded programs, including applicability of federal, state, and local regulations; evaluation of eligibility of activities; validation of compliance with required National Objectives and Tie to the Storm; validation of compliance with cross-cutting guides; validation with Section 3, Davis Bacon, URA, Environmental Review requirements; evaluation of Duplication of Benefits; Reporting and recordkeeping requirements; or similar. 
•    Knowledge with the PRDOH Program and Crosscutting Policy and the requirements of the Uniform Relocation Act, 2 CFR 200, Section 504, Davis-Bacon Act, Work Hours and Safety Standards Act, Copeland “Anti-Kickback” Act, Fair Housing and Equal Opportunities Standards, Section 3 requirements of the Housing and Urban Development Act of 1968, and Minority/Women-Owned Business Enterprise policies and practices
•    Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel).
•    Strong verbal, interpersonal and written communication skills.
•    Team player with the ability to work in a fast-paced environment.
•    Superior interpersonal skills including courtesy, professionalism, empathy, and a cooperative attitude.  Professional conduct to work well with staff, subject matter experts, local agencies, and business connections.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$77,770.00 - $132,209.00
