Distribs Deputy Manager
The WTCC S3D Deputy Manager is directly responsible for managing activities associated with WTCC/DFLAW on and off-site equipment and facilities. This individual performs complex assignments within approved schedules and budgets. This position is expected to utilize independent decision-making regarding resolution of problems. This position may coordinate technical and administrative activities with employees in other disciplines and other departments participating on an assigned project. **This position shall be performed under the day-to-day direction, control, and supervision of WTCC** **MAJOR RESPONSIBILITIES/DUTIES/TASKS** + Perform all work safely and with the utmost concern for the safety of self and other employees. + Perform all work in compliance with environmental permits and regulations. + Plan, coordinate and execute a variety of extensive support services functions such as space management, property management, equipment management and maintenance, fleet management and disposition. + Serve as the liaison between construction and operations within S3DS3D responsibilities. + Coordinating site housing including overseeing construction/renovation of work spaces, personnel assignments and moves, . + Department performance tracking and trending, including maintenance of performance metrics. + Oversight of department event/issue investigation and cause analysis corrective action program administration. + Coordination of Internal Assessments. + Provide support to the S3D Manager and assume department responsibility when manager absent. + Understand system design and operation, including environmental, safety, and health aspects and regulatory conformance. + Review Project design and other documents for, maintenance and testing impacts, repair methods and providing alternative solutions. + Request Design Authority/Design Agency to address design issues and to execute design changes as appropriate resulting from testing, document reviews or operating/maintenance problems. + Supports Labor Relations in determinations for front line worker awards and human performance issues. + Provide mentorship for labor relations policy. + Review schedule activities for manpower, and resource loading. Provide craft recommendations for staffing needs. + Support control of fieldwork in assigned areas, including integration of project activities, repairs, and equipment operations activities. + Remain apprised of operational status and ongoing modification activities. + Complete required training and maintain qualifications associated with assignments. + Support operations, maintenance, start up and commissioning of the WTP Facilities. + Provide management oversight of fieldwork in assigned areas, including integration of project activities, repairs, and equipment operations activities. + Complete required training and maintain qualifications Interface with subcontractors, vendors, and project support groups + Ensures timely and accurate oral and written technical reports on assigned activities + Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment + This job description is not intended to include every duty, task or instruction for which an employee is responsible. Other tasks may be assigned, based on business needs and the department supervisors request **SUPERVISORY RESPONSIBILITIES** + May supervise assigned personnel, and includes assigning complex work, setting work priorities, and evaluating and training them. + Identify housekeeping and facility material condition deficiencies to the appropriate organization(s) for corrective action + Maintain awareness of the facility status and ensuring that facility equipment, including equipment operated by others, is operated in accordance with written and approved procedures + Perform initial investigation of abnormal events, including the quarantine of equipment and systems as necessary + Perform periodic tours of the facility to observe activities and ensure they are being performed safely and in accordance with approved procedures **Education/Experience:** Bachelor’s degree and 10 years of experience in the area of and/or a combination of startup/ operations/maintenance of nuclear or high hazard waste treatment and/or commercial nuclear facilities. Five years supervisory experience in the area of and/or a combination of startup/ operations/maintenance of nuclear or high hazard waste treatment and/or commercial nuclear facilities demonstrated knowledge of DOE operating policies, rules and regulations, or knowledge of commercial nuclear facilities (e.g. NRC/INPO) regulations and requirements, and knowledge of industry codes and standards in the area of expertise. **Other Experience:** + Previous Maintenance Department Management experience in DOE nuclear facilities is preferred. + Experience as a Cost Account Manager, developing budget-project estimates, managing various funding sources. + Experience in fleet operations, facility renovations, warehousing, is desired. + Possess WTP Area Superintendent qualification or must be able to qualify within 6 months of hire. + Safety Trained Supervisor Certification preferred OR Associate Degree in Engineering/Science and a minimum 12 years’ related experience. Five years supervisory experience in the area of and/or a combination of startup/ operations/maintenance of nuclear or high hazard waste treatment and/or commercial nuclear facilities, demonstrated knowledge of DOE operating policies, rules and regulations, or knowledge of commercial nuclear facilities (e.g. NRC/INPO) regulations and requirements, and knowledge of industry codes and standards in the area of expertise. **Other Experience:** + Previous Maintenance Department Management experience in DOE nuclear facilities is preferred. + Experience as a Cost Account Manager, developing budget-project estimates, managing various funding sources. + Experience in fleet operations, facility renovations, warehousing, is desired. + Possess WTP Area Superintendent qualification or must be able to qualify within 6 months of hire. + Safety Trained Supervisor Certification preferred OR High School Diploma or GED plus 14 years of related experience. Five years supervisory experience in the area of and/or a combination of startup/ operations/maintenance of nuclear or high hazard waste treatment and/or commercial nuclear, demonstrated knowledge of DOE operating policies, rules and regulations, or knowledge of commercial nuclear facilities (e.g. NRC/INPO) regulations and requirements, and knowledge of industry codes and standards in the area of expertise. **Other Experience:** + Previous Maintenance Department Management experience in DOE nuclear facilities is preferred. + Experience as a Cost Account Manager, developing budget-project estimates, managing various funding sources. + Experience in fleet operations, facility renovations, warehousing, is desired. + Possess WTP Area Superintendent qualification or must be able to qualify within 6 months of hire. + Safety Trained Supervisor Certification preferred **PHYSICAL REQUIREMENTS** (EFNM) Exposed Field Non-Manual Performs desk work, including writing, computer workstation processes, and telephone operation. Arranges for and/or performs presentations, oral reports, planning meetings, and other formal and informal contacts, requiring long periods of sitting. Oversees field activities through inspections, testing and equipment operations, which requires walking, standing, bending, and turning along with wearing of personal protective equipment. Occasional loading, transport, and unloading of tools and/or supplies specific to an activity. **This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m.** **Must be able to work in the United States without Sponsorship** **Must be able to obtain a Department of Energy (DOE) badge for access to the Hanford site** . **COMPENSATION & BENEFITS** HIRING SALARY RANGE: $146,128.82 - $238,179.18 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
