POSITION DESCRIPTION: Supervises, motivates, evaluates, and trains the Traffic Design staff to increase the quality and quantity of work performed. Plans workload, work flow, deadlines, work objectives and time utilization with Traffic staff. Directs the work of staff regarding traffic designs, plans review, project scopes, staff hour estimates, contract negotiations, review and approval of shop drawings, and signs and seals construction plans. Participates in applicant selection and hiring process. Conducts performance evaluations for staff. Approves traffic staff work schedules and leave usage. Evaluates traffic staff through establishing evaluation criteria and meeting regularly with traffic staff to ensure the pre-established criteria are met. Supervises the production schedule for traffic design plans, Intelligent Transportation System (ITS) plans, No Passing Zone Studes (NPZ), and coordinating with Roadway, Structures, Utilities on conflict reports, Geotech, Construction and others as necessary to ensure the plans are complete and on schedule. Trains and provides guidance to staff in preparation of in-house Traffic Design plans and the review of plans to produce an effective, safe, and efficient transportation system. Assures Traffic staffs adhererence to Florida Department of Transportation (Department) policies, procedures, and conduct standards. Communicates on a regular basis with employees both individually and in staff meetings. Fully involves traffic staff and / or consultant staff employees in the improvement of all traffic processes, standards, Local Agency Program (LAP) reviews, and customer services. Reviews submittal data for signal equipment to be used on the state highway system to determine if it should be approved or disapproved. Reviews all lighting plans to include submittals, maintenance agreements and coordination with consultants maintaining agencies, and utility companies throughout the project. Provides professional and technical engineering knowledge, support, and direction to design engineers and technicians. Reviews and approves traffic plans and engineering documents prepared by other design engineers and technicians. Evaluates design changes proposed by contractors. Assists construction staff in resolving field condition problems. Provides resolution regarding field issues that may arise during the construciton of the traffic design aspects of highway construction plans. Serves as Engineer of Record for in-house traffic design plans to include signing, pavement marking, traffic signal, lighting, and Intelligent Transportation System (ITS) plans. Provides technical guidance and direction to in-house staff and consultants during the design development and construction phases. Serves on Technical Review Committee (TRC) in consultant acquisition and Technical Advisory Group (TAG) for consultant design bid build, design/build projects, and alternative contracting. Manages the development of traffic scope of services and staff hours negotiations. Directs management of consultant contracts to ensure compliance with contract requirements. Represents the District at Meetings, making decisions and recommendations on behalf of the District concerning traffic design issues including getting input from all appropriate offices in the District prior to the meetings and disseminating the results of the meetings to the appropriate District staff. Assists in policy development focused on consistency statewide. KNOWLEDGE, SKILLS AND ABILITIES: SKILLED IN THE ENGINEERING PROCESS FOR DESIGN AND PRODUCTION OF ROADWAY PLANS.
