Description:
The Department of Fish and Game (DFG) is the state agency responsible for conserving the state's natural resources. DFG exercises responsibility over the Commonwealth's marine and freshwater fisheries, wildlife, plants, and natural communities and provides outdoor recreation opportunities to the public. The Division of Marine Fisheries (DMF) serves Massachusetts’ citizens by protecting, restoring, and enhancing fishery resources and their habitats while providing sustainable fisheries-related recreational and commercial opportunities.

Job Opening: The Department of Fish and Game, Division of Marine Fisheries seeks applicants for a Dive Safety Officer to perform the following duties:

Responsibilities include:

As the Diving Safety Officer, provide administrative oversight, support, training, and technical assistance for all diving conducted under DMF auspices.
Ensure compliance with the DMF Scientific Diving Policy, perform annual program and diver reviews with the Diving Control Board (DCB), prepare annual budgets, and track expenditures.Serves as a DMF Diver Control Board member and provides annual updates on division diving activities to the DCB.Review and approve dive plans by DMF Dive Policy.Under the DMF Scientific Diving Program, integrate, train, and manage diver activities from the MA DFW, MA CZM, and MA MBUAR.In coordination with Program supervisors, train and certify new DMF divers promptly and in compliance with the DMF Scientific Diving Policy.Maintain DMF diving equipment and air stations; ensure all dive-related emergency and safety equipment remains functional and up to date; oversee in-house gear maintenance and schedule maintenance as required with contractors.I serve as a diving safety officer and member of the UMass Dartmouth/SMAST diving control board.Design studies that require scientific divers and provide diving services as needed.Provide technical assistance to other state/federal agencies in evaluating proposals and studies that use scientific divers.Provide emergency response training and assist with resource management for DMF, DFW, and DFG employees at multiple facilities.Maintain reciprocity relationships with other organizations and agencies, including, but not limited to, the US EPA, NEAq, NEU, NOAA, SSU, and WHOI.Conducts all specialized training and certifications (e.g., advanced, rescue, nitrox)Teaches first aid for divers and DAN O2 training for all divers, tenders, and other Agency staff.Support Division information and education activities with presentations to schools, clubs, and other constituent groups.Represent the DMF Scientific Diving Program at public and technical meetings.Assist other DMF collection, sampling, and monitoring efforts as required; this includes involvement with all DMF SCUBA-related monitoring and research.Practice safe work habits and contribute to a safe work environment and the safety of self and co-workers.Maintain collaborative and harmonious working relationships with colleagues, demonstrating professionalism in words and actions.Perform other related duties as assigned.

Preferred Qualifications:

Certification and active status as an instructor for a nationally recognized diving certification agency.Certification and active status as an instructor for Divers Alert Network first responder programs or equivalent.Extensive knowledge of safe diving practices and effective, efficient underwater research methods.At least five years’ experience as an active scientific diver and diving supervisor.Substantial experience teaching diving at an advanced and/or technical level.Demonstrated ability to plan and implement marine research projects and work on or from all vessels.Thorough knowledge of marine biology and ecology.Significant ability to manage concurrent program needs within defined timelines.Considerable ability to integrate input and efforts of personnel from various projects into consistent and effective management of agency assets.Demonstrated ability to speak effectively at public and technical meetings and to write technical and non-technical correspondence and reports.Knowledge of survey and sampling design.Demonstrated ability to supervise scientific and non-technical personnel.

Special Requirements:

Possess a current and valid Massachusetts Motor Vehicle Operator’s Class D license or equivalent license from the state where you reside.Certification and active status as an instructor for a nationally recognized diving certification agency.Certification and active status as an instructor for Divers Alert Network first responder programs or equivalent.
