**Job Summary and Qualifications**
The AVP of the Patient Logistics Center (PLC) is responsible for driving the strategy through collaboration with Divisions, hospital leaders, physicians, and key service line stakeholders; while holding direct oversight of all Patient Logistics Center and key compliance and regulatory policies. Establishes a Corporate focused strategy for movement and placement of patients into and out of HCA from a multitude of access points through processes which enable volume growth and competitive advantage. In alignment with the PLC Enterprise transfer strategy, acts as the liaison with referring facilities/vendors to facilitate clinical quality enhancements and process improvements for the betterment of patient care.
Acts as a strategic growth partner to Divisions and facility leadership demonstrating strong sense of ownership of all improvement efforts related to transfer/transport and placement of patients and in select areas, with direct oversight and leadership of the all aspects of the PLC. Collaborates with Corporate Patient Logistics Centers emergency preparedness and acts as the leader for any needed patient evacuation efforts in the event of emergent circumstances across the Division or Enterprise. Provides leadership and direction in determining and accessing required data and ensures ongoing reporting of identified Key Performance Metrics. Facilitates the resolution of issues and roadblocks to the progress of the initiative. Establishes and executes regular systems for communicating the progress and results to stakeholders. This position serves as a primary customer lead to key stakeholders to identify issues and risks, to collect information for Divisions wide decision-making regarding PLC, to implement and influence change and to provide value-added services.
DUTIES INCLUDE BUT ARE NOT LIMITED TO:
+ Drives all aspects of the transfer initiatives the strategic leader developing, implementing, and tracking progress on key growth strategies into HCA through the PLC.
+ Works with facility executive teams, medical and nursing leadership, and the Physician and Provider Relations team to promote volume growth and competitive advantage through development of differentiating strategies
+ Through knowledge of the markets, competitive landscape, and use of Patient Logistics Center analytics; identifies and communicates potential business opportunities to Division and hospital leaders for further growth
+ Leads all Patient Logistics Center operations including oversight of clinical processes, staff hiring, development, and training, as well as analytics support to Corporate/Division/hospital leadership
+ Analyzes all aspects of transfer and patient intake processes for potential improvement opportunities within both PLC operations and hospital operations. Designs and implements,in collaboration with facility leaders’ processes, systems, procedures, and operational changes to increase efficiency and effectiveness Works with Divisions and hospital management, departmental and interdepartmental staff and physicians in identifying operational opportunities and inefficiencies.Then assists in the development and evaluation of alternatives and solutions, and drives the establishment of action plans for improvement.
+ Leads Emergency Medical Treatment and Labor Act (EMTALA) and other compliance initiatives through staff training, consistent chart audits, and compliance reporting to hospital, Divisions, and Corporate when needed. Ensuring the PLC is a safety net for our facilities with all aspects of EMTALA compliance
+ Assures improvement processes are implemented and audited
+ Presents PLC strategic materials and initiative updates at Corporate, Division, and key stakeholder meetings; including to key physician groups, hospital leadership teams, and other parties as needed
+ Serves as the liaison/facilitator of communication with any vendors providing transfer/transport services regarding vision, specific goals and objectives for initiatives and guides the efforts of the vendor team toward these goals
+ Strategy support and operational process design & implementation for PLC services across the organization in the areas of Behavioral Health, Transfer Center, and the Transport Coordination Center (ambulance dispatch & billing services).
+ Promotes, educates, and holds employees responsible for providing excellent service to all customers; including patients, physicians, employees and leadership
+ Provides recommendations on human resource policies which affect PLC staff
+ Practice and adhere to the “Code of Conduct” philosophy and “Mission and Value Statement”
+ All other duties as assigned by management
KNOWLEDGE, SKILLS & ABILITIES
+ Demonstrated leadership in driving a large-scale initiative across multiple key stakeholders, including development and implementation of the strategic direction
+ Proven leadership competency in leading high performing teams, customer needs and expectations, human resource management, financial outcomes, strategic vision and execution, marketing initiatives, and continuous improvement skills
+ Must have a proven track record of success in creating and executing operational and clinical growth strategies
+ Knowledge of the operations of an acute care facility with particular emphasis on Emergency Department and capacity management/throughput and the principles and practices of air medical and EMS communications operations
+ Knowledge of relevant metrics used to measure quality and efficiency of care and services in transfer/transport center operations
+ Knowledge of governmental regulations, nursing practice regulations, EMTALA and compliance requirements related to the provision of transfer/transport services
+ Participative management style and an ability to work in a matrix environment
+ Excellent interpersonal skills with an ability to work effectively with diverse groups of people, including but not limited to Corporate/Division leadership, hospital leadership staff from information technology and clinical backgrounds, physicians, and external vendors
+ Must be independent, driven, self-motivated, and passionate with an exceptional work ethic, executive presence, integrity and presentation skills, both oral and written
+ Ability to work well under pressure on concurrent, multidisciplinary projects
+ Excellent attention to detail and creative problem solving abilities
+ Expert knowledge of various external market forces affecting transfer centers
+ Ability to establish credibility and be decisive
+ High level of strategic acumen, with strong analytical skills and ability to solve problems in a timely basis
+ Proven ability to manage, train and develop a team
+ Proficient in job responsibilities of transfer coordinator
+ Proficient in job responsibilities of a centralized patient placement coordinator
+ Prior customer service experience
+ Knowledge of patient transfer related state and federal regulations
+ Ability to set and follow priorities
+ Character to maintain strict confidentiality
+ Ability to self-manage by taking responsibility to initiate, assess, and take action as well as the ability to function calmly in stressful situations
+ Knowledge of basic hospital services
+ Ability to multi-task with multiple computer systems
+ Positive, enthusiastic, helpful personality
EDUCATION
+ Graduate of an accredited nursing program required; Bachelor’s degree in Nursing Master’s degree in healthcare or a business-related field preferred
EXPERIENCE
+ Prior management/ supervisory experience in a healthcare related field required Minimum 7 years of healthcare experience (required) Critical Care or Emergency Department experience preferred
+ Must have held leadership positions (reflecting increasing levels of responsibility) in roles where building and leveraging key relationships was a responsibility as well as driving a strategic initiative
