The MITRE Intelligence Center is seeking a Division Chief Engineer (CE) for its Service Intelligence Division, N960, located at MITRE’s McLean campus. The N960 Division CE reports to the Managing Director of the Service Intelligence Division and works closely with the Intelligence Center Chief Engineer as a member of the Center’s senior leadership team. The CE Division CE is a partner to the Managing Director in accomplishing the overall mission and objectives of the Service Intelligence division. The N960 Division CE will develop the division technical strategy, grow a team of world-class talent, support development of new opportunities, and build collaborative relationships across MITRE, our sponsors/customers, industry, and academia. As the technical leader for the organization, the N960 Division CE is critical to identifying and executing opportunities to strengthen and accelerate collaborating between MITRE’s Department of Defense and Intelligence Community work programs. The successful candidate will have extensive experience developing and leading work programs in the oversight organizations for national and military intelligence programs. The primary responsibilities of the position must be carried out in person in McLean, Virginia with a regular presence at Service Intelligence sponsor locations and MITRE locations with staff supporting those organizations, as well as availability to travel to those locations on short notice. This may entail frequent, flexible, and/or extended travel as mission and organizational needs dictate. Roles & Responsibilities: + Technical Strategy + Drive work shaping opportunities that accelerate and improve the delivery of intelligence to warfighters, operational planners, and acquisition communities. + Drive the development of the division’s technical capabilities, including identifying new opportunities to develop, areas to transition out of, and maximizing the division’s technical strengths. + Shape and align internal MITRE research and development efforts which align to validated and most critical Service Intelligence capability needs. + Technical Quality + Lead technical quality efforts to include deeply engaging in technical aspects of the Division’s work programs and guiding technical approach to accomplishing the work. + Partnering with other divisions across the Intelligence Center, MITRE National Security Sector, and MITRE to strengthen technical quality norms and processes. + Regularly evaluate current work and new opportunities for alignment to corporate, sector, and center strategies – ensuring differentiation, use of MITRE’s depth in critical areas, and contribution to the most consequential national security challenges. + Ensure the technical strength of the Division work program by shaping its content, participating in technical product definition and reviews, and bringing a perspective that reflects knowledge of the domain, understanding of the state of the art and practice in technology, and comprehension of MITRE and key external communities. + Implement and contribute to continued evolution of risk management efforts for sensitive projects + Integration + Develop and execute strategies to strengthen integration of Title 10/Title 50 capabilities and operations through engagement with appropriate policy and oversight organizations. + Develop strategies to ensure the continued and elevated differentiation of MITRE’s work supporting military intelligence programs. + Identify opportunities for information sharing, co-development, and capability transfer between national and military intelligence work programs. + Lead and contribute to broader Intelligence Center and MITRE National Security special initiatives with broad MITRE impact and senior executive visibility, including MITRE’s Board of Trustees + Engagement, Partnerships and Initiatives + Enhance sponsor engagement and relationships around mission critical technical areas. + Lead engagements with other FFRDCs, UARCs, and broader industry partners to maximize sponsor access to impactful capabilities. + Develop and maintain network of industry and academic partnerships contributing to Service Intelligence sponsor missions and needs. + Staff development + Cultivating a strong and positive culture and sense of belonging, supporting recruiting, retaining and developing a highly skilled team. + Mentor and develop technical staff across the Division, specifically staff on a technical career track to maximize potential. + Lead efforts in growing the Division’s core competency areas and ensuring deliberate early career workforce. + Infrastructure + Develop and execute plans for establishing and maintaining the facilities and infrastructure to support the work of the Division, including compartmented areas with co-use agreements as needed. + Partner with government sponsors to increase the agility and flexibility of FFRDC resource allocation processes. Basic Qualifications: + Requires a minimum of 15 years of related experience with a Bachelor’s degree; or 12 years and a Master’s degree; or a PhD with 10 years’ experience; or equivalent combination of related education and work experience. + Broad knowledge and familiarity with the US intelligence and national security community. + Deep working knowledge of National and Military Intelligence Programs + Demonstrated expertise in spearheading and optimizing Title 10/Title 50 integration initiatives, ensuring seamless coordination and strategic alignment across military and intelligence operations. + Demonstrated ability to make significant technical contributions on a range of relevant work programs + Experience meeting cost, schedule, performance, and quality for sponsor work. + Experience executing large complex endeavors from strategic, operational, and financial perspectives. + Successful record of engagement, relationship-building, and collaboration in a complex national security environment + Significant exposure to and experience solving mission-oriented challenges of our sponsors. + Excellent communication skills with all levels of sponsors and internal staff + Demonstrated ability to work across organizations and integrate efforts to achieve more impactful outcomes. + Extensive experience in collaborating across large engineering organizations to develop and implement cross-cutting strategies and initiatives, effectively leveraging related activities, utilizing shared resources, and optimizing the reuse of existing products. + Extensive experience in developing and leading work programs within oversight organizations for national and military intelligence programs. + Proven expertise in the following technical focus areas: + Space Systems + Cyber systems + Non-kinetic effects + Radar Systems + Cross domain solutions + Technical intelligence analysis + Intelligence policy and guidance + Strong background in the following programmatic focus areas: + Intelligence sharing + DoD acquisition processes + Joint program office development and management + Secure facility accreditation + Active Top-Secret SCI Clearance with the ability to obtain and maintain a CI Poly. + Polygraph within the last seven (7) years. Preferred Qualifications: + Advanced graduate degree in systems engineering. + Combination of military service and industry experience + Proven track record of advising senior sponsors and spearheading high-impact projects within the Office of the Director of National Intelligence (ODNI) and the Office of the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)). + In-depth expertise in hard target campaigns and programs, demonstrating a comprehensive understanding of their complexities and strategic importance. + SAP/CAP clearance eligibility This requisition requires the candidate to have a minimum of the following clearance(s): Top Secret/SCI This requisition requires the hired candidate to have or obtain, within one year from the date of hire, the following clearance(s): Top Secret/SCI/Polygraph Work Location Type: Onsite MITRE is proud to be an equal opportunity employer.
