Position will manage a team of lower-level engineers and technicians within the unit engaged in the preparation of roadway plans from preliminary surveys and functional designs through final designs for small to moderately complex transportation projects. Position is also responsible for providing estimates on division managed projects for purposes of project development and implementation. Position will support field units in the delivery of the Highway Maintenance Improvement Program (HMIP) and Roadway Maintenance Improvement Program (RMIP). Position will be responsible for the preparation of Division resurfacing packages. Position duties include: being proficient in the use of ORD; performing engineering coordination with private engineering firms and NCDOT central staff preparing project designs for our Division Managed projects; reviewing private engineering estimates for design services and reviewing and approving the design plans prepared by the private firms; attending public meetings and communicating with local government officials; participation in the scoping and preparation of roadway design plans; coordinating project development; project reporting; and interviewing/hiring staff. Perform related duties as required by Division Management. Knowledge, Skills and Abilities / Competencies Applicants must submit an application that clearly reflects work experience that demonstrates the following: + Customer service experience with internal and external customers including Division personnel and management, Municipal and County governments, consultants and contractors, elected officials and the general public including explaining engineering concepts to various customer groups + Thorough knowledge of NCDOT and FHWA Policies, Procedures and guidelines, as well as established practices and principles of Transportation Engineering + Experience planning, developing, designing, scheduling, tracking and completing projects, independently or with limited supervision. + Experience in the supervision, direction, management and training of subordinate employees to achieve established project delivery metrics + Computer experience including office software and drafting software. Additional Expectations: Possess a thorough knowledge of the principles and practices of professional civil engineering as they apply to highway and traffic engineering and transportation planning as well as a thorough knowledge of ORD. Thorough knowledge of transportation design and AASHTO guidelines. Ability to coordinate scoping, planning, permitting, design and letting of moderately complex transportation projects. Ability to develop and manage projects. Must have excellent organizational skills and be able to communicate with other NCDOT personnel, consulting engineers and the general public. Knowledge of city and regional planning concepts and procedures, thorough knowledge of the organization and operation of the Department of Transportation and municipal government, and general knowledge of Federal – Aid highway planning and research programming. Ability to train and supervise lower level engineering and technician staff. Ability to establish and maintain effective working relationships with private and public officials, and other co-workers. Possess oral and written communications skills; public speaking ability; and group discussion leader skills. A Professional Engineer license by the North Carolina State Board of Registration for Professional Engineers and Land Surveyors is preferred by management. Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience including two (2) years of supervisory experience; or an equivalent combination of education and experience. Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
