This includes administering workers' compensation, employee safety programs, and coordinating loss prevention and control activities. The role focuses on identifying and assessing risks that could impact the City's reputation, safety, security, and financial stability. SUPERVISION RECEIVED AND EXERCISED This is an exempt, at-will, full-time position requiring on-premises work five days per week. The position reports to the City Attorney and requires a valid Florida driver's license. Employment is contingent upon passing a criminal background check. While the position operates under the direction of the City Attorney, the incumbent is expected to exercise considerable initiative and independent professional judgment in performing technical aspects of the job. Essential Functions As outlined herein, the following duties and functions are intended to represent the type of tasks performed within this classification. Program Management The Division Director develops and implements comprehensive risk management policies and procedures, including maintaining and updating the City's safety manual. They are responsible for reviewing and evaluating City insurance policies, making recommendations on policy changes, and developing proposals for insurance carriers. A key aspect of the role involves reviewing and implementing the City's emergency preparedness plan. Staff Supervision In their leadership capacity, the Division Director supervises, directs, and evaluates assigned staff members. This includes addressing employee concerns, conducting performance appraisals, and providing technical assistance and training. The Division Director ensures work quality through regular review of staff output for accuracy and policy compliance. Workers' Compensation Administration The Division Director oversees all aspects of workers' compensation, including review of incident and accident reports, insurance forms, and medical reports. They monitor case status, review findings from adjusters, administrators, attorneys, and physicians, and make final determinations on claim settlements. Safety Program Management Safety program oversight includes conducting defensive driving classes and coordinating safety coordinator training. The Division Director administers the safety awards program and conducts field investigations of safety practices across City Departments. They perform regular audits of departmental safety procedures and recommend operational improvements. Regular attendance at safety and accident review meetings is required. Analysis and Reporting The position involves extensive analytical work, including review of statistical data on claims, incidents, and risk exposure. The Division Director analyzes trends in damages and losses, preparing detailed reports for city departments and the City Commission. They attend Commission meetings to present findings and address inquiries. Additional responsibilities include preparing insurance and claims reports for the State of Florida and contributing risk management articles to the city newsletter. Stakeholder Relations The Division Director maintains productive relationships with various stakeholders, including Department Directors, City Officials, State Officials, Insurance Agents, Adjusters, Third-Party Administrators, Attorneys, and Medical Service Providers. Regular interaction with the Workers' Compensation Carrier is also required. ADDITIONAL FUNCTIONS Performs other related duties as required. Minimum Qualifications Bachelor's degree in Business Administration, Risk Management, Public Administration, Finance, Accounting, or a closely related field, combined with three years of experience in insurance administration and risk management. An equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities may be considered. Valid Florida Drivers License. PREFERRED QUALIFICATIONS Master’s degree in Business Administration, Risk Management, Public Administration, Finance, Accounting or closely related field Professional certifications: Certified Risk Manager (CRM) or Financial Risk Manager (FRM) Two (2) or more years of previous work experience in local government Supplemental Information The successful candidate will demonstrate expertise in risk identification, assessment, and mitigation planning. Strong capabilities in policy development, compliance oversight, and financial analysis are essential. The role requires excellent communication skills, leadership ability, and proven experience in stakeholder management.
