Division Director, Security and Travel Services /Facility Security Officer

The Division Director (DD) for Security and Travel Services (STS)/Facility Security Officer (FSO) is an influential and impactful role with high visibility across the Laboratory. Reporting to the Senior Director of Security and Emergency Services, the DD/FSO works and supports the Sr. Director in developing and executing Argonne’s long-term safeguards and security, cyber security and global travel strategy and programs. The DD/FSO performs the duties of and represents the Sr. Director, SES Sr. Director’s absence.
The key responsibilities as the Division Director (DD) include:
+ Leading day-to-day operations of the Division and support the development and submission of plans, goals, budgetary requests and reports related reporting to Department of Energy (DOE).
+ Direct oversight and management of key safeguards and security department managers and their teams.
+ Providing technical and subject matter expertise on a regular basis to all STS functional areas to assist the Sr. Director.
+ Regular communications with senior laboratory leadership and is a direct point of contact with the Argonne DOE Site Office and the broader DOE complex.
The key responsibilities of the Facility Security Officer (FSO) include:
+ The FSO as Key Management Personnel is a critical, required position with significant responsibility to ensure compliance with the Safeguards and Security program and security incident reporting functions.
+ Ensuring that site access and physical security requirements, foreign national access, nuclear materials safeguarding, classified cyber and information requirements, personnel security and global travel requirements are aligned and integrated into broader laboratory processes.
+ Providing direct operational oversight of security incidents and security related emergencies at the Laboratory.
+ Enacts a compelling vision of supporting the institution to leverage technology and information into the fabric of the security protection systems for the Argonne campus.
+ Recruits and develops a diverse workforce of talented people, implements efficient processes and systems, promotes a culture of continuous improvement, and ensures accuracy, reliability, and compliance with federal requirements for safeguards and security controls to prevent unacceptable adverse impacts on national security, the health and safety of DOE and contractor employees, the public, or the environment.
**Position Requirements**
Required skills, knowledge, and qualifications:
+ Minimum of a bachelor’s degree and 10-15+ years of experience in a relevant field.
+ Demonstrated technical leader with strong interpersonal and presentation skills for interacting with team members and senior management.
+ Effective skills in communicating and prioritizing issues with senior leadership and management to devise responsive, efficient security solutions, including the demonstrated ability to present complex issues in clear, concise terms.
+ Ability to drive impactful change including Laboratory security culture.
+ Skill in building and sustaining consensus and collaboration among key stakeholders.
+ Adept at leading initiatives and efforts that require integration, fostering teamwork and partnership, and collaboration with operational and programmatic partners within the Directorate and across the Laboratory.
+ Excellent organizational skills to balance work and prioritize issues.
+ Skill in managing a large multi-functional organization to include subcontractor employees with budget responsibility more than $10 million annually.
+ Available to respond to emerging issues 24/7.
+ Experience with large comprehensive enterprise physical security programs and systems, including classified data protection, physical intrusion detection systems, and continuous monitoring of site activities and incidents.
+ Experience ensuring adequate controls are documented and utilized to ensure compliance with government and independent audits.
+ Experience with managing multiple audit requests for a variety of functions across safeguards and security, classified information management and global travel.
+ Demonstrated ability to lead through influence and deliver measurable impact.
+ Ability to obtain and maintain a Q clearance is required.
+ To perform the essential functions of this position successful applicants must provide proof of U.S. citizenship, which is required to comply with federal regulations and contract.

Preferred skills, knowledge, and qualifications:
+ Expert knowledgeable in all aspects of E.O. 12829, National Industrial Security Program, E.O. 13526, Classified National Security Information, the National Industrial Security Program Operating Manual (NISPOM) and all DOE Order flow downs, DOE Safeguards and Security related order, and the Federal Travel Regulation (FTR) Chapters 300-304 [41 Code of Federal Regulations (CFR), Parts 300–304], including their practical application to safeguards and security and global travel operations.
+ In-depth knowledge of the federal government contracting, procuring and associated regulations to ensure compliance with all requirements.
