Responsibilities include but are not limited to: + Oversight of the effective execution of customer billing and drainage operations, contract water, and other processes while ensuring compliance with applicable policies, procedures, and regulatory requirements. + Develops processes and/or operational improvements to enhance efficiency and effectiveness of billing and customer operations. + Ensures resolution of elevated customer issues and responsiveness to the needs of the public, Administration, City Council, and Executive Management in a timely and professional manner. + Research, review, and analyze new data, reports, products, and other information to ensure department policies and procedures are current. + Other duties may be assigned. WORKING CONDITIONS The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. This is a Houston Public Works Emergency Management position at the Tier II Level. MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division. EXPERIENCE REQUIREMENTS Seven (7) years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity. A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience. Directly related professional experience may be substituted for the education requirement on a year-for-year basis. LICENSE REQUIREMENTS None PREFERENCES Preference will be given to candidates who display well developed analytical, critical thinking and problem-solving skills with a customer focus. Ideal candidate will possess an understanding of utility billing and meter operations. Preferred candidate will also have a background in process improvement and project management. **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.** GENERAL INFORMATION SELECTION/SKILLS TESTS REQUIRED: None However, the department may administer a skill assessment evaluation.
