Directs and leads the activity of an assigned section of the Marion County Clerk's agency and supervises assigned team members including supervisors, union, and non-union staff Incumbent monitors departmental effectiveness and cash flow procedures and serves as a liaison with other agencies and courts. Incumbent in this position responds to internal and external complaints, including union grievances, involving the Clerk’s agency and participates in strategic and budgetary planning processes. Incumbent requires the knowledge of established policies and procedures which controls most of their actions. Incumbent works independently. Agency Summary Established by the Indiana Constitution, the Marion County Clerk is the custodian of all court records, issues marriage licenses, and serves as the court’s fiscal agent and trustee of child support payments. The Election Board receives nominations and petitions for elections, as well prepares ballots, and maintains voting machines by cultivating a productive, collaborative, and compliant work environment in order for our workforce to meet the needs of the residents of Indianapolis and Marion County. Position Responsibilities + Assist supervisors to achieve the agency goals and ensure that all union employees within a division are functioning within the parameters of Clerk’s Office standards and the Collective Bargaining Agreement (CBA). + Evaluate department’s performance and develop plans, goals and strategies for union members. + Identify areas for improvement and make suggestions to achieve expectations. + Lead a group of people to help them achieve goals and maintain an effective working relationship among staff. + Responsible for all supervisor responsibilities as it relates to motivating and coaching union members while staying within the parameters of the CBA and representing the Clerk agency for all grievances and mediations for successful outcomes for union members and the agency. + Improving internal processes for better productivity. + Knowledge of direct daily operations of different divisions. Working with other managers and agencies to convey information effectively. + Lead and manage according to the organization’s code of conduct. + Give full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times. + Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems. + Being aware of others’ reactions and understanding why they react as they do. Adjusting actions in relation to others’ actions. Bringing others together and successfully reconcile differences. + Experience with the handling or managing of business processes in a responsible and ethical manner. + Provides technical guidance on more complex issues + Handles unusual or difficult inquiries and situations through direct employee and residents interaction This list of duties and responsibilities is not intended to be all-inclusive and may be expanded to include other duties or responsibilities that management may deem necessary from time to time Qualifications Bachelor’s Degree in Criminal Justice, Business, Management or a related field with five (5) to (7) years of relevant experience overseeing a large functional division and previous union experience required. One (1) year of experience may be substituted for each year of the required education. Excellent communication, interpersonal, leadership, coaching, and conflict resolution skills. Commitment to providing exceptional service to customers and support to staff. Ability to coordinate multiple projects and meet various deadlines is a must. Must have the ability to effectively organize and prioritize tasks. Must be able to communicate effectively orally, verbally, and in written formats. Preferred Job Requirements and Qualifications Master’s Degree in Criminal Justice, Business, Management or a related field with more than five (5) years of previous work experience in with management responsibilities.
