Division Program Manager
**Responsibilities** TheDivisionLead(DL)works directly with thegovernment’s DivisionChief in support ofDivisionfunctions and priorities.This position leadsaCT-IPA&ASDivisionteam working in support ofassigned country, region,and other portfolios inthe Defense Threat Reduction Agency (DTRA) Cooperative Threat Reduction (CTR)Directorate’s Indo-PacificCBRN EngagementDepartment (CT-IP). The Indo-Pacific Department (CT-IP) enables the Department of Defense (DoD) to work cooperatively with international and interagency partners to reduce or eliminate the threat of the proliferation of Weapons of Mass Destruction (WMD) or WMD-related materials in the Indo-Pacific AOR.CTRalso facilitates the detection and reporting of diseases that could be used as an early warning mechanism for disease outbreaks that could affect the Armed Forces of the United States (U.S.) or its allies, regardless of the source of such diseases. To accomplish this,CTRconductsseveral lines of effort including portions of the Biological Threat Reduction Program (BTRP), the Proliferation Prevention Program (PPP), Global Nuclear Security (GNS), Chemical Security and Elimination (CSE), and Delivery System Threat Reduction (DSTR). TheCT-IP A&ASDivision Leadis primarily aprojectmanagement role that requires implementation and oversight of DoD acquisition strategies to carry out international threat reduction activities. TheCT-IPA&AS team advises and assistsCTR-IPin executing the mission. The team supportstwoDivision Chiefs,countryProgramManagers,aScience Manager, and other government personnel in requirement development and validation. The PM Team supports management and execution of projects including initiation; acquisition strategies/plans development; budget, schedule, and performance management; project monitoring and closeout; and all-encompassing internal and external required reporting.CT-IPA&ASteam members work in lockstep with the government counterparts to establish and maintain rhythm and rigor required for productive coordination and communication, quality assurance, and knowledge management, consistently applying the Integrated Project Team (IPT) concept. TheCT-IP A&ASDivisionLeadis responsible for ensuring all deliverables across the Division-meet quality and schedule requirements. She/he leads a broad range of activities, includingDivision-level planning; managing and utilizing staff resources to ensure team success; and supporting government counterparts.This is primarily a project management role that requires financial and schedule management; quality assurance; knowledge management; and strong leadership, communication, collaboration/coordination skillsets.This role requires knowledge and understanding of theCTRmission, nature of threats and threat reduction approaches, the international nonproliferation regime, and key stakeholders working in the domains of nonproliferation and global security. The role requires strong analytical skills, ability to see the bigger picture without losing sight of detail, and readiness/ability to track formal and informal taskerswhiledeliveringnecessary advisory and assistance services in support of multiple, competing priorities. TheDivisionLead is expected to partner with clientDivisionleadership – as well as other government and A&AS counterparts contributing to implementation ofDivisionpriorities – and be a reliable source of advice and assistance. CT-IP A&ASDivisionLeadsreport to theCT-IP A&AS Department Lead.Theirprimarygovernmentclient interfaceistheCTR-IPDivision Chief. Key responsibilities include but are not limited to: •Effectively apply and leverage the full spectrum of expertise available in the A&AS community, applying the IPT construct. •Leadthe A&AS team responsible for project management advice and assistance within theCT-IPDivision. •Setexpectations for assigned staff, monitors performance and alignment to expectations, and provides actionable feedback on individual performance. •Maintain broad visibility of ongoingCTRprojects at the global, regional, country, and project levels, ensuring synergy of effort within theDivisionTeam and with other teams acrossDivisions andapplying the IPT concept. •Proactively engagewith theCT-IP A&AS DepartmentLead and otherA&AS leadership,peersand reports, sharepertinentinformation, anticipate issuesandrecommend solutions. •Be an effective, collaborative and engaging member of the A&AS team. •Setcriteria forDivisionTeam prioritization in alignment withCTRobjectives, ensuring quality control and timeliness of work products generated byCT-IPA&AS Divisionstaff.Serveas an advisor and provides support to assigned staff. •Ensure assigned staff are trained and proficient in tasks/activities necessary for success.Identify and secureresources necessary for team success.Ensureworkload is balanced across assigned staff. •Championbest practices, innovation, and process improvement within the team and acrossDivisions, with support of theCT-IP A&ASDepartmentLead. •Identify and removeinefficiencies and impediments to team success. •Ensure mentorship and development opportunities are available for staff. •Supportthegovernment CT-IPDivisionChief in management of short- and long-range planning activities that include multi-year work plans that are the products of subordinate organization projects. •Proactivelyidentifyrisk areas across theCT-IPDivision, highlighting probability and impact to mission and proactively developing solutions. •Supportthegovernment CT-IPDivision Chiefin planningand preparation totravel.Participate in travel, as needed. •Advise and assistthegovernment CT-IPDivision Chiefin development, implementation, and tracking of the Director’s Operational Imperatives;development, implementation, and tracking of Weekly Activity Reports (WAR);consolidation, review, and approval of quarterly project fact sheets and regional/country summaries for the Office of the Secretary of Defense;development, implementation, and tracking of Program Management Reviews (PMRs);conducting annual management cycle activities, including Program Objective Memorandum (POM), Annual Reports to Congress (ARC), Annual Spend Plans, metrics reviews, etc. •Manage/respondto short-fuse taskers and cables, to include coordination across theCT-IPDivision. •Capturemeeting minutes and lessons learned, and incorporatesolutions to action items and process improvement methodologies. •Other duties as assigned. **Required Qualifications** •Bachelors (B.A. or B.S.) Degree with 8+ years of project management, government acquisition or similar experience •1 year of leadership or management experience. •Experience and successful trackrecord building effective relationship with clients and other stakeholders, understanding client’s requirements and meeting client expectations. •Experience leading teams. •Experience applying project management best practices in support of multiple ongoing projects while delivering high-quality outputs. Ability to track multiple competing priorities and dynamic portfolio components. •Track record working in a matrixed environment, coordinating work across large, diverse teams, and being an effective and collaborative team member. •Ability to work collaboratively and independently •Excellent communication, critical thinking, and problem solving skills •Demonstrated proficiency with Microsoft Office tool suites. •Demonstrated ability to write for senior leaders. •Flexibility/adaptability/suitability to work in a fast-paced environment. •Ability to travel internationally up to 20% •Requirement to work in the office at least 2-3 days a week. •SECRET clearance or higher • Must be a US Citizen **Desired Qualifications** •Masters (M.A. or M.S.) The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked.
