This position will serve as the Division Staff Engineer. This position will be responsible for providing staff assistance on technical engineering matters for Division 6. Duties for this position include; complete calculations and review final estimates, pay record books, ticket books, and all other documentation (both Central and Division let) at the Division Level to ensure accuracy and compliance to the contract, current policies, procedures, standard specifications and best engineering practices; correspond with contractors to ensure proper processing and payment of estimate and closeout, evaluate training needs for the entire Division, develop and provide training and development plans for Division employees, schedule training classes and locations for ITRE, SMU, REU and T&D for division personnel, assist managers with selecting suitable training for their employees, develop and maintain Division 6 SharePoint site, coordinate with appropriate Division 6 staff to provide updates to keep site current, including all forms, training presentations, weblinks, etc., create, fund, monitor, update and close resurfacing and project WBS elements in SAP, prepare resurfacing contract data for secondary, primary and interstate routes in Division 6, review and approve utility, non-utility, and R/W encroachments submitted by Utility Companies, municipalities and private individuals, verify that encroachment packages are in compliance with established guidelines and policies, review and submit forms to Encroachment Unit that Division does not approve, coordinate with other internal units to make sure all affected departments are notified and submit their recommendations, oversee development and implementation of the Division Encroachment Database. Additional duties include review and maintain Division Let and locally administered projects involving federal funding for material certification and FHWA closeout. Review and process all federal closeout and material certification to ensure compliance with federal regulations, act as the backup to Division 6 Contact Us Administrator, respond to citizen, municipal and other state agency requests submitted to the Division via the contact us system and other duties as assigned by supervisor. Knowledge, Skills and Abilities / Competencies + Working knowledge of transportation engineering and civil engineering principles and practice. + Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision. + Working knowledge of NCDOT’s programs, policies, and standard procedures. + Working competency with computers and business/office software. + Experience working in a team environment to complete assignments.
