Services include recruitment and selection, compensation guidance, organizational and staff development, personnel rule and statute interpretation, leave administration, workers’ compensation, short term disability, Family Medical Leave (FML) and Family Medical Leave and Insurance (FAMLI), performance management, personal services contract review, personnel and health records maintenance, and consulting to managers and supervisors within the confines of Colorado State Personnel Rules, Colorado Revised Statutes and the Colorado Constitution. Under the auspices of the DOLA Executive Director’s Office (EDO), the OHR is seeking out an individual to perform full scale recruiting and selections, hiring and onboarding and lifecycle administration as theHuman Resources Specialist. This recruitment is for a Human Resources Specialist II, that performs the duties listed below under guidance and training from a higher level HR Analyst or a Human Resources Specialist III which is a fully functional professional. The primary duties and responsibilities of this position include, but are not limited to: Recruitment and Selections + Perform Job Analysis to determine critical knowledge, skills and abilities needed for the position; + Review position descriptions for evaluation and proper class placement; + Determine the most appropriate method to recruit top talent and identify emerging trends; + Draft job announcements and process applications; + Design and administer the comparative analysis process, ensuring exam validity and reliability; + Communicate with applicants at each step in the process; + Provide guidance to hiring managers and Appointing Authorities related to State Personnel Board Rules and Personnel Director’s Administrative Procures, Technical Guidance and DOLA policy. Employee Lifecycle + Serve as the Colorado Payroll Personnel System (CPPS) administrator by entering all employee movements and changes into the system to include hires, promotions, salary adjustments and separations; + Coordinate pay changes and calculations with others, ensuring accuracy in data entry; + Research, gather and analyze Human Resources data and prepare reports for management; + Respond to unemployment insurance claims by researching and gathering pertinent information as well as tracking; + Other duties as assigned. The individual selected for the position will be reviewed to determine class placement. MINIMUM QUALIFICATIONS Experience Only for Human Resources Specialist II: Five (5) years experience working with Human Resources functions with at least one (1) year performing selections as your primary function. Human Resources functions include recruiting, selections, hiring, training and development, employee relations, employee/company culture and retention, employee benefits, risk management, compensation, performance management or labor relations. OR Education and Experience: A combination of related education in business administration, human resources, organizational leadership or a closely related field (as determined by the agency) AND experience as described above equal to five (5) years. The minimum qualifications of a Human Resources Specialist III are an additional year of experience performing selections as your primary function.
