DOT Compliance Team Manager

This position leads and oversees the DOT Compliance Team, managing the administration of Federal and State DOT regulations for Walt Disney Parks & Resorts across the U.S., specifically focusing on Commercial Driver License (CDL) requirements for the Walt Disney World and Disneyland Resorts. The role requires expertise in DOT regulations and transportation industry practices to ensure compliance and support the continued success of Walt Disney's transportation services.
**Key Responsibilities:**
+ Lead and Manage the DOT Compliance Team:
+ Supervise the team responsible for maintaining driver qualification files, CDL testing, drug/alcohol testing, and DOT physical certifications.
+ Ensure all data is recorded, entered, and filed accurately and on time.
+ Ensure Regulatory Compliance:
+ Oversee adherence to DOT, FMCSA, and other applicable federal, state, and local regulations.
+ Stay updated on regulatory changes and communicate them to the relevant teams.
+ Operational Oversight:
+ Maintain and oversee the integrity of the State of Florida CDL Testing Program as a certified third-party administrator on behalf of Walt Disney Parks & Resorts.
+ Monitor department metrics and ensure accountability for the performance and results of the DOT team.
+ Develop, implement, and update business plans and safety/compliance policies that align with departmental and divisional goals.
+ Risk Management and Problem Solving:
+ Identify potential risks and take proactive measures to minimize violations and non-compliance issues.
+ Provide technical guidance and leadership to cast members and other stakeholders regarding federal and state regulations.
+ Resolve operational challenges related to compliance and ensure the smooth transition of cast members into CDL-required roles.
+ Collaboration and Communication:
+ Foster partnerships with the State of Florida DMV and other relevant offices to resolve issues regarding CDL permits and licenses.
+ Collaborate with WDW and DLR Casting leadership to update DOT hiring guidelines in line with federal and state regulations.
+ Training and Mentorship:
+ Provide mentorship and growth opportunities for team members, fostering a culture of success.
+ Schedule and instruct DOT Substance Abuse/Alcohol Misuse and Hazardous Material Training Classes.
+ Compliance Monitoring:
+ Ensure that the Federal Accident Register is maintained and updated as required by FMCSA.
+ Administer CDL and recertification tests for cast members and applicants as needed.
+ Oversee the department's operational budget, particularly regarding drug/alcohol testing programs and Motor Vehicle Records (MVRs), ensuring adherence to budget guidelines.
**Required Qualifications:**
+ Experience:
+ Minimum of three years of truck/bus operations experience with practical expertise in FMCSA regulations.
+ Licensing & Certifications:
+ Hold and maintain a CDL Class A or B License with P endorsement and a current DOT Medical Certificate.
+ State of Florida CDL Examiner’s License.
+ Successful completion of Liberty Mutual Decision Driving Program.
+ Meet all contractual requirements for the State of Florida CDL Tester Contract.
+ Technical Knowledge:
+ Expertise in State and Federal DOT Regulations.
+ Skills:
+ Excellent verbal and written communication skills for training and guiding team members and interacting with regulatory agencies.
+ Strong organizational skills with attention to detail, especially in maintaining compliance records.
+ Demonstrated ability to influence business results through negotiation, conflict resolution, and collaboration.
+ High attention to detail and follow-through.
**Preferred Qualifications:**
+ Education:
+ Bachelor's degree in business, management or a related field.
+ Technical Proficiency:
+ Proficient in Microsoft Office Suite software.
