Job Description
The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.
The Bureau of Water Supply seeks to hire a Supervisor (Watershed Maintenance) III within the Drinking Water Operations Directorate, for a position with the Water Operations North Division located in Downsville, New York.
Under direction, of the Delaware Regional Manager, the Supervisor (Watershed Maintenance) II will serve as Downsville Regional Supervisor and will be responsible overseeing and performing duties related to the operation, maintenance, repair and inspection of facilities, roads, bridges, equipment, and lands in the watershed areas including reservoirs, aqueducts, groundwater, water and wastewater treatment and related systems of the City of New York. The Downsville Regional Supervisor is also responsible for supervising teams consisting of Supervisors (Watershed Maintenance) Levels I and II, Watershed Maintainers and Climbers & Pruners. Specific duties include:
- Supervising Level I and II Supervisors of Watershed Maintenance ensuring that employees are performing tasks efficiently and safely, adhering to Department of Environmental Protection Environmental Health & Safety policies and procedures.
- Ensuring compliance with applicable federal, state, local and Agency environmental health and safety laws, policies and procedures.
- Utilizing computerized, electronic and mechanical equipment and operating a motor vehicle to travel between work locations.
- Estimating labor and material needs for regional projects.
- Approving requisitions for supplies and equipment, authorizing the issuance of materials and approving the use of tools and equipment not normally assigned to specific work areas or units.
- Organizing personnel and teams to accomplish routine tasks, special projects, and emergencies.
- Coordinating support from other Department of Environmental Protection organizational units and outside Department of Environmental Protection through municipal agreements and by contract and purchase order for work beyond the capability of the region.
- Completing employee evaluations of subordinates.
License Requirement:
A Motor Vehicle Driver’s License valid in the State of New York. This license must be maintained for the duration of employment.
A New York State Department of Health Water Plant Operator Grade C certification or higher, at the time of hire, or within 1 year. This license must be maintained for the duration of employment.

Some of the physical activities performed by Supervisor Watershed Maintenance and environmental conditions experienced are: Ability to stand or walk for long periods, lift heavy objects, climb ladders and steep grades, enter small or confined spaces, lifting objects up to waist height, fingering, grasping, squeezing and/or turning objects such as tools and equipment, pushing and pulling objects such as tools and levers using one or two hands, reaching at a distance up to arm’s length, coordinating the movements of hands and feet, and balancing body on foot stools or ladders from 3 to 30 feet in height while standing and working with hands overhead, and entering permit or non-permit confined spaces In order to perform the essential tasks of the position.
Supervisor Watershed Maintenance may be required to: wear protective equipment such as gloves, boots, goggles, earplugs, noise attenuators, face shields, and or respirators, work in temperatures ranging from 0 degree Fahrenheit and 105 degree Fahrenheit in wetness and varying atmospheric conditions such as high and low humidity, work in the presence of toxic and or corrosive chemicals and moving parts of machinery and equipment, and work in restricted spaces for up to 1 hour at a time and on surfaces made of metal gratings, macadam and or cement.
Special Working Conditions: Supervisors (Watershed Maintenance) may be required to work shifts including nights, Saturdays, Sundays, and holidays.
Qualifications
A four-year high school diploma or its educational equivalent, plus three years of recent satisfactory experience in the operation, maintenance, repair, construction or inspection of facilities, equipment and lands in a watershed area, including aqueducts, reservoirs, water and/or waste water treatment plants; at least one year of which must have been in a supervisory capacity.
For Assignment Level II
In addition to meeting the "Qualification Requirements" above, to be assigned to Assignment Level II, candidates must have one additional year of full-time satisfactory experience in a supervisory capacity, as described above, for a total of four years of experience.
For Assignment Level III
In addition to meeting the "Qualification Requirements" above, to be assigned to Assignment Level III, candidates must have four additional years of full-time satisfactory experience, as described above, at least two of which must have been in a supervisory capacity, for a total of seven years of experience.
License Requirement
A Motor Vehicle Driver License valid in the State of New York. This license must be maintained for the duration of employment.
