The position is located within the Colorado Department of Human Services (CDHS), Behavioral Health Administration (BHA) leads and promotes the State’s behavioral health priorities, ensures that behavioral health services respond to the changing needs of communities, monitor State and local data, and continuously evaluate State efforts. In collaboration with other state agencies, the BHA is accountable for the delivery of behavioral health services in Colorado. It bestows a streamlined and efficient government approach to support quality care while minimizing the burden to providers so that they can focus on service delivery. The BHA is responsible for behavioral health policy development and effective collaboration with cross-sector partners working in and around the behavioral health system and along the continuum from prevention to treatment and recovery. The BHA works in partnership with State agencies to reduce bureaucracy and fragmentation. This position sits within the Quality and Standards Division within the BHA and reports directly to the 27-65 Associate Director of the 27-65 unit which is responsible for quality and standards for designating 27-65 and EDTR providers including policy and behavioral health licensure development, service provision, and coordination, program monitoring and evaluation, and administrative oversight for the mental health and eating disorder treatment systems (in accordance with SB 24-117). The BHA is responsible for setting treatment standards, licensure and designation eligibility, and quality standards for eating disorder treatment and recovery (EDTR) providers. The BHA monitors standards and quality for the EDTR designated providers, and reviews and designates the State’s 27-65 providers, both mental health and eating disorders. The Licensing and Designation work unit is responsible for the development of the eating disorder treatment policy and standards including specific quality standards, and monitoring caseloads of providers for compliance with rules and statutes in licensing and designation. This unit is responsible for overseeing the survey monitoring function, regulatory and statutory compliance, adverse licensing actions, enforcement of regulations, and technical assistance to internal and external stakeholders. The team has behavioral health experts from various specialty areas who represent and/or report to various state-level task groups and commissions, including the Mental Health Advisory Council. Personnel use their expertise to provide technical assistance to provider agencies to promote system and service improvements. Job Duties: Licensing, Approval, Inspection, and Investigations of Eating Disorder Treatment Providers This position has expertise and authority to license and/or designate for behavioral health agencies wishing to obtain BHA’s approval of their EDTR services for participation in the eating disorder treatment and recovery for both inpatient or outpatient services. This position creates, implements, and compares behavioral health rules, statutes governing behavioral health services, and BHA’s policies and procedures to make determinations as to whether or not an agency should be designated for eating disorder services and treatment. This position conducts provider site visits to determine contract or license/designation compliance using a standardized risk-based protocol to look for indicators of quality assurance activities and compliance with BHA rules and applicable statutes. This position issues expert opinions that provide direction and further action of licensing managers in licensing work. Fieldwork travel is required. Oversight, Monitoring and Compliance of EDT Provider Caseload This position oversees a caseload of providers for monitoring, oversight and compliance in accordance with rule. For the immediate period of time, this includes providers licensed as Behavioral Health Entities and/or designated as EDT providers. + Maintain routine review of complaints and critical incidents reports for providers on caseload + Respond to public and stakeholder complaints, concerns or reported regulatory negligence about providers + Respond to and coordinate technical assistance, training or challenges identified by the monitoring review by the provider + Schedule routine visits of providers with review of policy and procedure, clinical guidelines, clinical documentation and regulatory requirements review + Review quality data from providers and respond with training, technical assistance or coaching as deemed appropriate. + Provide routine updates on provider caseload to the 27-65 Associate Director and Director of Licensing and Designation + Provide aggregate summary data as requested to the Mental Health Advisory Council on provider grievances, quality data or other items as appropriate. Rule Making, Licensure & Designation Requirements This position is a primary author and subject matter expert of regulation, including licensure and designation requirements for EDTR providers. This includes corresponding standards of practice, and ongoing, related legislation: + Coordinate with other relevant divisions within BHA to set policy, standards of practice, and designation requirements for EDTR providers + Coordinate and receive input from other state agencies on policy, standards of practice, and licensure requirements for EDTR providers + Draft regulation + Coordinate stakeholder engagement + Draft responses to all written and oral stakeholder testimony + Present draft rule to the Colorado Department of Human Services Board + Works with the Policy, Strategy, and Communications group to maintain congruence in communication with CDHS/BHA, and consults with that group regarding information that could benefit the public through on-line or web-based communication and media messaging.
