The mission of the Colorado Energy & Carbon Management Commission (ECMC) is to regulate the development and production of oil and gas, deep geothermal resources, the capture and sequestration of carbon, and the underground storage of natural gas in a manner that protects public health, safety, welfare, the environment and wildlife resources.
ECMC’s Strategic Development Unit is responsible for:
+ Managing the strategic development of ECMC, including development of strategic plans, projects, and programs including leadership and workforce development.
+ Developing and overseeing all ECMC strategic communications.
+ Identifying the need for additional positions.
+ Identifying the need for and developing shared services, such as digital information accessibility, document protocols and repository, training, organizational and professional development.
+ Personnel performance and development.
+ Leading organizational change management (OCM) efforts.
+ Developing leadership and organizational resilience and succession planning.
Description of Job

Position Summary:
This position will be ECMC’s Staff Authority for document management, digital asset and accessibility protocols, and will serve as the agency’s subject matter expert (SME) on all digital asset and accessibility tools, training, and templates. This position will reside in the Strategic Development Unit but will provide support to all ECMC staff regarding document creation, storage, archiving, publishing, revisioning and accessibility needs of all internal and external documents and other digital assets and will participate in special projects as needed. The position will be fully aligned with the Americans with Disabilities Act (ADA) and HB21-1110 Colorado Laws for Persons with Disabilities as they relate to document protocols and digital accessibility. This role will report directly to the Strategic Development Unit Manager.
This position will have primary responsibility for ensuring that all ECMC documents and digital assets are up to date, efficient, consistent, and clear for both internal and external stakeholders. This position will review, edit, participate in the writing and publishing of technical documents, guidance materials, and policies related to ECMC’s rules and regulations. The position will also provide training to ensure staff and outside stakeholder as required can create and manage documents that fully comply with HB21-1110 Colorado Law for Persons with Disabilities.
A third primary responsibility of this position is to provide agency-wide support in managing necessary vendors to further ECMC’s accessibility work. This includes overseeing language translation services and other accessibility-related contracts. The position will collaborate with ECMC Units, other state and federal agencies, third-party consultants, and various stakeholders to ensure that all information is clear, accurate, and accessible to the public and relevant stakeholders.
Create, Manage and Communicate all ECMC Digital Asset and Accessibility Protocols including:
+ Consulting with individuals and teams across all units within ECMC to understand the scope, requirements, and accessibility needs of all digital assets.
+ Collaborating with subject matter experts (SMEs) to ensure all digital assets are clear, concise, and adhere to all document and accessibility standards.
+ Providing templates, training, and coaching to support the creation, maintenance, revisioning, archiving, and storing of clear, accessible documents and other digital assets for all of ECMC including user guides, manuals, policies, standard operating procedures, and video assets.
+ Ensuring that all content complies with WCAG (Web Content Accessibility Guidelines) and other relevant accessibility standards.
+ Developing agency-wide folder systems in the ECMC google shared drives.
+ Providing expertise in accessibility audits and providing guidance for improvement.
+ Delivering training to ensure ECMC staff follow best practices for document formatting, content creation, and accessibility guidelines.
+ Coordinating language translation services using a third party vendor and liaising withs with DNR and other stakeholders as required.
+ Liaising with the DNR Archival Records Office.
+ Obtaining Notary certification and serving as ECMC’s Notary.
Digital Asset and Accessibility Protocol Resource and Training Creation and Implementation:
+ Assesses, designs, develops, implements, evaluates, and tracks the documents and accessibility training program for all ECMC staff.
+ Develops communications and maintains internal Intranet resource page with up-to-date accessibility best practices and training content.
+ Holds regular office hours as a SME resource to answer staff documents and accessibility questions and directs staff to appropriate resources to continually strengthen internal accessibility knowledge and skills.
+ Assists staff to develop internal standard operating procedures to incorporate document protocols and accessibility best practices into daily operations.
+ Serves as the internal SME resource for digital accessibility.
+ Understands how digital accessibility and document protocol implementation affects staff and operations.
+ Monitors the status of digital accessibility and document protocol training programs, helps prioritize efforts, and communicate progress to senior leadership.
Strategic Development Unit Collaboration:
+ Determines how to best support and partner with strategic development unit team members including training and development, administration, employee engagement, and strategic development in collaborative ways.
+ Determines the best way to engage with all ECMC staff and units through needs analysis, project work, and training will require planning and excellent communication.

Experience Only:
Seven (7) years of relevant experience implementing digital asset protocols and/or accessibility program management for a mid-size government agency or other comparable organizations; effectively providing digital asset (e.g., documents, video files, presentation slides, templates, forms, etc.) program management for one or more projects in the context of large, strategic, and complex initiatives; or improving accessibility in technology products or systems.

Education and Experience:
A combination of Bachelor's degree in Training and Organizational Management, Professional Development, Instructional and/or Information Design, Technology, , Program Management, Communications, Computer Science, Computer Engineering or other field closely related to the work assignment. and/or relevant experience in an occupation related to the work assigned equal to seven (7) years.

+ Current or former State experience relevant to this position.
+ Demonstrated experience leading staff as a Subject Matter Expert (SME).
+ Working with ECMC staff, professional consultants, and outside stakeholders , with sensitivity to their needs, priorities and commitments.
+ Technical background in digital accessibility.
+ Excellent problem solving logic.
+ Excellent verbal and written communication skills.
+ Demonstrated project management experience in a mid to large organization.
+ Knowledge and experience in accessibility requirements, including ADA rules, regulations, standards, WCAG digital accessibility guidelines.
+ Experience with in-person and virtual training training and relaying information to employees and stakeholders in an easy to understand manner.
+ Desire to work virtually and in-person as required.
