Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Economist. Duty Location: Boulder City, Nevada Responsibilities Assignments will be developmental in order to prepare the incumbent to perform duties at the full Performance Level: -Conducts or reviews the preparation of repayment studies and performs financial analysis of proposed project developments for construction, extraordinary maintenance, or rehabilitation projects. -Prepares special economic studies and analyses as directed including but not limited to project economic and financial feasibility, benefit-cost analysis, ability-to-pay for irrigation and/or municipal and industrial water service, assists with project planning studies, and reviews or prepares analyses allocating the costs of Federal Reclamation projects to authorized purposes. -Participates in and assists the Technical Service Center (TSC) economics group and/or Reclamation Law Administration (RLAD) economics staff with development of Reclamation policy, directives and standards, and technical guidance relating to economic and financial analysis. -Responds to requests from customers, applicants for water service, water rights holders, water user groups, and other parties regarding Federal water contracting and repayment, and economics programs. -Explains and interprets contract terms, policy, and regulations for other Reclamation personnel to ensure that both the water user and Reclamation personnel understand and adhere to contract obligations, policy, regulations, and other guidelines. -Develops and negotiates contracts and other agreements for storage, production, distribution, and utilization of water, repayment of Federal project costs and loans, operation, maintenance, and replacement (OM&R) transfer contracts, facilities operation agreements, up-front funding, water exchange, deferments, leases, and other related services such as wheeling, water transfers, water use terminations, purchase of water, system conservation, and drought or emergency assistance. -Coordinates negotiations with planning, engineering, and environmental staff members, attorney-advisors, Denver, Washington, and area offices, tribes, states, water users, and impacted third parties. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR You could otherwise qualify on the basis of Education having two (2) years of progressively higher level graduate education leading to a Masters Degree or Masters or equivalent degree in Economics. OR You may combine specialized experience and education to meet the minimum qualifications for this position. Individuals serving in Recent Graduate appointments may be non-competitively converted to a permanent position with the Bureau of Reclamation upon successful completion of the program, but conversion is neither promised nor guaranteed. To be eligible for conversion to a permanent or term position, these Recent Graduates must also: Be a U.S. Citizen or National; Have completed at least one year of continuous service; Have demonstrated successful job performance as documented by a rating of record (or summary rating) of at least Fully Successful or equivalent; Be recommended for conversion by their manager or supervisor; Meet the Office of Personnel Management's qualification standards for the position to which the Intern will be converted (which may include a positive education requirement); and Meet all agency and program specific requirements as specified in their individual Participant Agreement. If converted to a permanent or term appointment, the anticipated target position is Economist, GS-0110; grade level will be determined at time of conversion based on the qualifications of the candidate, however, that may change based on the need of the organization at that time. The full performance level of the target position will be dependent on the type of position and will be determined at the time of conversion. Recent Graduates converted to a term position in the competitive service may subsequently be non-competitively converted to a career or career-conditional appointment without further competition.
